CSN: Eagles should give Vick one more shot

?Everything don?t last forever,? Michael Vick said. ?For none of us.?

On the day the Eagles packed up their gear and headed out into the offseason, Vick left that line behind for us to examine. It was part wisdom, part poetry, part frustration. It was not an easy season for the quarterback or the team. The wound, so raw and painful for so many months, was still open and oozing at the time. His words reflected that. The reply ached out loud.

Vick was right. Nothing is for sure. Nothing is for certain. Nothing lasts forever. (A different kind of Outkast said that once, too.)

Even so, the Eagles and Vick should make it last just a little while longer. Vick should be the starting quarterback next season.

It?s not as easy as all that. It?s not so simple as asking him if he wants to stick around and then everyone hugging it out and making it so.

The Super Bowl is just days away. The Eagles have a three-day window after the Super Bowl to release him at no cost (except a $4.2 million cap hit). If they release him after that, they could owe him up to $3 million; the amount depends on if he signs with another team and the value of the contract.

Either way, keeping Vick would necessitate a contract renegotiation. Vick is owed about $16 million next year. It?s impossible to imagine paying a soon-to-be 33-year-old with an extensive injury history that much money. No sober person would consider it. Even Cat Marnell wouldn?t consider it.

Both sides would have to come to some mutually agreeable (and much lower) number if Vick is going to be in Philly next season. They should do that. The Eagles and Vick should find that number. It?s in both of their best interests.

If the Eagles still have designs on winning sooner rather than later ? the way Jeffrey Lurie and Howie Roseman talked after saying goodbye to Andy Reid makes it sound as though they do ? then Vick remains their best option. Even if his skills have eroded (and they have), he still has a monster arm and he?s still faster on his worst day than Nick Foles is on his best. (That touchdown run against the Bucs was fantastic, if only because Foles had the courtesy to do it in super slow-motion so you didn?t have to trouble your DVR.)

??The perception is we run our quarterback all the time and this is what we do,? Chip Kelly said after becoming the new head coach. ?The reality is that?s not the case. One of the best qualities in a quarterback is durability and a lot of that has to do with play-calling. Our quarterback is not going to get the direct snap like Dick Kazmaier did at Princeton in the single wing and have him run it 25 times, I can tell you that. Part of what we do offensively has always been understanding what personnel is and then how do we maximize that, and what are their best traits. If you?re going to ask someone to do something that they?re not capable of doing then obviously that?s a recipe for disaster. ... Our offense is always going to be tailored to who?s playing.?

Even better. No one thinks Vick should run 25 times a game. Or 15 times a game. Or even 10 times. But if Kelly hopes to tailor the offense around the best personnel, wouldn?t it be interesting and entertaining to see what he might dream up with Vick under center? And if you?re Vick, wouldn?t you be intrigued by the possibilities given the fact that the Eagles still have some talented skill players on offense?

That doesn?t mean the Eagles would be precluded from taking a quarterback at some point in the upcoming draft if one they coveted fell to them. That option would remain. But, remember, this isn?t last year. This quarterback draft class isn?t as highly regarded. There aren?t any Andrew Lucks or Robert Griffin IIIs or Russell Wilsons this time around. It?s unlikely that the Eagles would grab someone who would play right away.

Unless the Eagles bring in someone new -- like Ravens practice squad quarterback Dennis Dixon, who has a history with Kelly (see story) -- Foles would probably have the best odds to start next year, at least in theory. That prospect is about as exciting as one of Foles? soporific interviews.

If they can renegotiate his contract ? admittedly, a big if ? it would be far more stirring to see Vick lead Kelly?s crew. Why not? Once more unto the breach. The guy who wrote that line was undoubtedly an Eagles fan. Ol' Will S. from South Philly, I think.

?I?ve followed Michael?s career and I understand what a talent he is,? Kelly said. ?But there is nothing that?s on the board right now, there?s nothing that?s off the board right now. Our sole focus and goal is that we?re going to put an offense on the field that?s going to score points. That?s basically what we?re going to do and whoever that is, I don?t know that. I have to get our staff together and make an evaluation of who it is and how we get that personnel out there. There?s nobody ruled in, there?s nobody ruled out at this point in time.?

They should rule Vick in. Vick should rule Vick in. Nothing lasts forever, but it could last one more year.

    India cuts rates after 9-month wait, RBI stays cautious

    MUMBAI (Reuters) - India's central bank lowered its key policy rate for the first time in nine months on Tuesday, but struck a cautious note on further easing as it waits to see how the government's upcoming budget aims to bring a bloated fiscal deficit under control.

    The Reserve Bank of India cut the policy repo rate by 25 basis points (bps) to 7.75 percent to help support an economy set to post its slowest annual growth rate in a decade.

    The size of the cut was in line with forecasts in a Reuters poll of analysts earlier this month. The central bank gave guidance back in October that it could reduce rates during the January-March quarter, and Indian bond and stock markets were largely unmoved as dealers had already priced in the move.

    But the RBI unexpectedly also reduced the cash reserve ratio (CRR), the share of deposits that banks must keep with the central bank, by 25 bps to 4.00 percent, which will infuse an extra 180 billion rupees ($3.4 billion) into the banking system.

    The central bank stressed that halting a slide in growth had become critical, but it went on to list constraints, notably worryingly high current account and fiscal deficits, and the risk that inflation could flare again.

    "Monetary policy stance has sought to balance the growth-inflation dynamic through calibrated easing," the RBI said in its quarterly monetary policy review.

    "It is now critical to arrest the loss of growth momentum without endangering external stability."

    INFLATION SEEN SETTLING FOR NOW

    India's headline inflation rate moderated to a three-year low of 7.18 percent in December, and the central bank said there was likelihood that inflation would remain range-bound around current levels entering the 2013/14 fiscal year starting April.

    "This provides space, albeit limited, for monetary policy to give greater emphasis to growth risks," the central bank said.

    Having grown at near-double-digit pace before the Lehman Brothers crisis, the economy has suffered a rapid deceleration.

    The RBI cut its GDP growth forecast for Asia's third-largest economy to 5.5 percent for the current fiscal year, from 5.8 percent previously, and lowered its projection for headline inflation in March to 6.8 percent from 7.5 percent earlier.

    Though respectable by other standards, the growth rate is too slow for a country trying to support hundreds of millions of poor people, and is a worry for the ruling Congress party as it heads towards an election next year.

    Eyes will now fall on Finance Minister P. Chidambaram's annual budget statement due in late February, to see how the government plans to put its finances in order.

    While measures taken by the government to bring the fiscal deficit within a targeted 5.3 percent of GDP have reduced near term risks, cuts in politically sensitive subsidies were needed for sustainable fiscal consolidation, the RBI said in an economic report issued a day before the policy review.

    Shakti Satapathy, a fixed income strategist with AK Capital in Mumbai, was hopeful that the budget would pave the way for another RBI rae cut in March.

    "We expect another 25 bps rate cut at the March policy meet," Satapathy said. "The qualitative fiscal management measures (taken) during the upcoming budget session would be the guiding factor in deciding the quantum and timing of future rate cuts in the next fiscal (year)."

    BETTER LATE THAN NEVER

    Montek Singh Ahluwalia, deputy chairman of India's Planning Commission, regarded the RBI's easing as an endorsement of steps taken by the government to tackle its deficit.

    "I think what it signals is the RBI feels that the government has taken a number of steps which gives the fiscal space needed for monetary policy to support growth," Ahluwalia said, adding that the economy was beginning bottom out.

    Last September, Prime Minister Manmohan Singh's fractious coalition ended a debilitating phase of policy inaction to make urgently needed reforms to reduce the fiscal deficit and attract foreign investment to help the current account deficit and growth.

    The measures, which included giving foreign players more access to its retail and aviation sectors, helped India forestall the threat of a sovereign debt credit rating downgrade to junk status.

    Recently, as part of an ongoing drive to trim spending, the government gave oil companies more room to set regulated diesel prices.

    The current account deficit (CAD) touched a record high of 5.4 percent in July-September and is likely to rise further in the December quarter, according to the central bank's economic report.

    "Financing the CAD with increasingly risky and volatile flows increases the economy's vulnerability to sudden shifts in risk appetite and liquidity preference, potentially threatening macroeconomic and exchange rate stability," the RBI said.

    For now though, India markets appeared content with the RBI's measured easing. Benchmark government 10-year yields were largely unchanged at 7.87 percent, while the National Stock Exchange index <.nsei> was up 0.3 percent, with the bank sub-index <.nsebank> up 1.3 percent.

    The Indian rupee strengthened to 53.62 per dollar from around 53.84 before the decision.

    The outcome was not in doubt before Monday's final 11 holes began, but Tiger Woods took care of the field and closed out his 2013 PGA Tour debut with a four-shot win at Torrey Pines.

    Tiger Woods picked up the 75th win of his career on Monday afternoon, closing out the week at the Farmers Insurance Open at 14-under for a four-shot win. Woods took a two-shot lead at the midpoint on Friday, and extended it to six shots during yesterday's dawn-to-dusk march through the third and start of the fourth round. He entered Monday's finish with that six-shot margin and 11 holes to play, making it academic in his 2013 PGA Tour debut.

    It wasn't a smooth walk into the clubhouse for Woods, however, as he carded two bogeys and a double bogey in a four-hole stretch to lop four shots off his lead. Tiger was wild off the tee all day, and things went a little sideways around the green for a stretch on the back side. The outcome was never in doubt, but Woods is someone who will be a bit angered by the lackluster inward nine that led to a final round 75.

    But Tiger's work over the first three rounds put him in position to have it in cruise control during Monday's final 11 holes. His short game was amazing, whether it was out of the bunker or with wedge in has hand from 130 yards and in. There were too many darts fired within 10 feet of the flagstick to count, and he repeatedly set himself up for short birdie putts with his wedge game. The precise wedges and some steady driving enabled him to dominant the par-5s and close it out early on Sunday with a majority of the final round still waiting on Monday.

    It's his seventh win at this event, pulling it even with the annual stops at Bay Hill and Firestone for the most in his career. Throw in the 2008 U.S. Open, which he also won on a Monday afternoon finish, and that's eight titles on the South Course at Torrey Pines. The finish tempered enthusiasm a bit on a day that started with the potential for a double-digit victory. But after he got the lead to eight, the field was in no position to make a charge and the scuffle into the clubhouse did not matter.

    The next appearance for Woods probably won't come until the WGC Match Play event in Arizona at the end of February. On Monday, news surfaced that he would not play at the AT&T Pebble Beach Pro-Am after playing in the former Bing Crosby Clambake last year. Woods has not played in the annual tour stop at Riviera in his hometown, so that leaves his likely next tournament as the Accenture Match Play.

    If that's how his schedule is set, it means Woods will have almost a month to enjoy his PGA Tour season-opening win. Historically, when Woods opens his Tour season with a win, it results in a huge multi-win and major-winning year. He's won at least four events in every season after getting a win at the Farmers. With the way his game was in control at Torrey Pines this week, it appears that kind of success could be on the horizon this year for the game's biggest star.

    Kurdish militants set for Turkey ceasefire in Feb-paper

    ISTANBUL (Reuters) - Kurdish militants will halt hostilities with Turkey in February according to the timetable of a fledgling peace process aimed at ending 28 years of insurgency, a report in a mainstream newspaper said on Tuesday.

    As an initial confidence-building step, around 100 fighters from the Kurdistan Workers Party (PKK) guerrilla group will hand in their weapons and leave Turkey, the Hurriyet said.

    Turkish intelligence officials began talks with jailed PKK leader Abdullah Ocalan in late 2012 and preliminary talks have also been held with PKK members in northern Iraq, where most of the group's several thousand militants are based, it said.

    More than 40,000 people have been killed in fighting since the rebels took up arms in 1984 with the aim of carving out a Kurdish state in southeastern Turkey. The PKK, designated a terrorist group by Ankara, the United States and European Union, has since moderated its goal to one of autonomy.

    The conflict is the chief domestic problem facing Prime Minister Tayyip Erdogan after 10 years in power.

    "According to the timetable on the table, the PKK will announce its decision to halt hostilities in February right after an official call by Abdullah Ocalan," the paper said.

    Hurriyet, which is regarded as authoritative on security-related matters, did not identify its sources and there was no immediate comment from Turkish officials or the PKK.

    The militants have announced unilateral ceasefires in the past but these have been ignored by Turkish security forces.

    Under a framework discussed with Ocalan, all PKK fighters will eventually disarm after the withdrawal from Turkey and in return the government will improve the rights of Kurds, who make up some 20 percent of Turkey's population of 76 million.

    As part of those reforms, Turkey's parliament last week passed a law allowing defendants to use Kurdish in court in a move seen aimed at breaking a deadlock in trials of hundreds accused of links to the PKK. [ID:nL6N0AU2VN]

    NORTHERN IRAQ TALKS PLANNED

    Only Erdogan and a few officials are believed to have first-hand knowledge of the peace framework. They have not disclosed details of the plan, nor have they denied reports on it by media close to the government.

    With next year's local and presidential elections in mind, Erdogan has limited time and is keen to keep the process under wraps due to fears of a nationalist backlash against talks with a group reviled by most Turks.

    A more senior delegation from the MIT national intelligence agency, possibly including its head - Hakan Fidan, was due to travel to Arbil in northern Iraq for more talks with the PKK in the coming week, the liberal Radikal daily reported.

    Among those expected to take part in those talks was Sabri Ok, a senior figure in the PKK who had also participated in peace talks in Oslo. Those negotiations unraveled in 2011 when recordings of them were leaked to Turkish media.

    The planned withdrawal of PKK fighters from Turkish territory is expected to be monitored by representatives of non-governmental organizations.

    The militants previously withdrew from Turkish territory on Ocalan's orders after his capture in 1999, as part of moves towards peace. However, several hundred militants are estimated to have been killed by security forces during that withdrawal.

    In an apparent bid to ease PKK concerns that the same would happen this time, Erdogan promised this month that it would not.

    Jim Martinez decided to research the sources of the Common Core State Standards. Given their importance as a redesign of the nation?s highly decentralized education system, we can expect to see many more such efforts to understand the origins of this important document.

    ?Engaging the nonsense ? a brief investigation of the Common Core?

    A teacher asked me where the Common Core came from, another suggested that I ?teach? the Common Core in my Master?s degree level courses.

    So my curiosity got the best of me and I spent some time understanding something about Common Core from my perspective as a scholar and educator.

    My first discovery is that the Common Core is a political document. That may seem fairly obvious, but what I mean is that there is an identifiable political ideology and history that has contributed greatly to the current document. I?ve attached a link to document that led me to this conclusion.

    This document contains references to supporting representative research for the Common Core. As I read the document something caught my eye, it was the following quote from Adams (2009)

    This bothered me. I don?t agree with the statement and so I decided to read Adams (2009) I did a Google search and found this:

    It?s a critique on her work in the 1990s that refers to her government directed research on phonics instruction. The critique and her response are very informative. It took me a couple of hours to find these documents and read parts of them and I think I found some answers to some questions and was provoked to some other thoughts that I will share with you now.

    Common Core includes in it?s history, No Child Left Behind and other national educational policy reports dating back to A Nation At Risk (1983). It?s important to remember that most research is government funded and so it is unfair to critique educational research for it?s funding source. However, it is absolutely fair to question who gets to decide what the research is about and how that research is presented and used.

    I happened to pursue a line of inquiry that involved Adams (2009) but there were many other researchers cited (Beck and Mckeown, vocabulary development, are notable as well) in the Common Core. I disagreed with Adams and I wanted to explore the source of the disagreement, the critiques helped clarify my understanding of my disagreement. The critiques also provided valuable insights on the theoretical framework Adams uses in her research. I still disagree with her, but I am respectful of her efforts. Which brings me to my next point.

    There are many researchers cited in the Common Core, with many research agendas, using many methodological approaches across many disciplines. There is no cohesive theoretical framework or agreement on what constitutes the best approaches from a scientific research perspective to teaching and learning being represented in the document. Critics of the representative research in the Common Core abound. Some of the representative research consists of laboratory trials with small numbers of students, some include longitudinal studies and some of the research includes significant limitations that should be considered carefully when considering the claims that are made in the research.

    Given the ambition of a national educational policy it seems that the best policy makers could come up with are some ?best practices? that have achieved some success. It is very helpful to publicize that kind information, however, we have to ask: Is it useful to claim that a patchwork quilt of research underlying a set of standards is a framework for a solution to the educational challenges this country faces?

    When teachers are asked to implement standards that they feel ?do not make sense? it is not that teachers are simply ignorant and require professional development, it is in my opinion, the initial reaction of a person engaged in a craft/practice that is highly dependent and responsive to local conditions.

    The Common Core standards are derived, in part, from an abstraction (the patchwork quilt of research) and are being pushed on to practitioners. The research strands that I examined tended toward the notion that knowledge acquisition is the endgame of school-based learning. I would not be surprised if that were true of many of the other research strands as that sentiment is pervasive in education.

    Knowledge acquisition learning is about remembering and being able to manipulate abstract knowledge. We determine that a student has acquired knowledge by testing or providing a task that can only be completed if the individual has the requisite skill or knowledge. The Common Core is intended to set the standard for this type of learning and so there must be tests. Let?s set aside for the moment that the standardized tests we already use are not calibrated to the Common Core. If we believe in an educational system that prioritizes knowledge acquisition in the service of a national security agenda (economic competitiveness, technology dominance, etc.) then testing is necessary.

    We experience the consequences of this priority in classrooms every day. I don?t have to detail them here.

    If we believe that education is about more than knowledge acquisition, and that national security can be achieved through other concepts such as healthy communities, sustainable resource uses, national unity, world peace, or the elimination of hunger and poverty. Then we need to take responsibility for our practices, assert our own understandings of those practices, expose those practices to peer-review and challenge ?what does not make sense? collectively.

    I am finding that engaging the ?nonsense? has been a good learning experience.

    Why Market Your Business Online? | New Wave Web and Marketing ...

    Is Obama about to blow his climate credentials?

    The US president could be poised to approve the doubling of imports of tar sands oil, one of the filthiest fuels on Earth

    FACED with rising anger from environmentalists last year over his plans for a transcontinental pipeline to deliver treacly Canadian tar sands to Texas oil refineries on the Gulf of Mexico, the CEO of TransCanada, Russ Girling, expressed surprise. After all, his company had laid 300,000 kilometres of such pipes across North America. "The pipeline is routine. Something we do every day," he told Canadian journalists.

    But that's the point. It is routine. The oil industry does do it every day. And if it carries on, it will wreck the world.

    We need not rely on climate-changing fossil fuels. Alternative energy technologies are available. But fossil fuels, and the pipelines and other 20th-century infrastructure that underpin them, have created what John Schellnhuber, director of Germany's Potsdam Institute for Climate Impact Research, describes in a new paper as "lock-in dominance" (PNAS, DOI: 10.1073/pnas.1219791110). Even though we know how harmful it is, the "largest business on Earth" has ossified and is proving immovable, he says.

    The question is how to break the lock and let in alternatives. Schellnhuber, a wily and worldly climate scientist, has an idea, to which I will return. But first the tar-sands pipeline, known as Keystone XL in the parlance of outsize clothing. Proponents say it would create jobs and improve US energy security. But for environmentalists in the US, the decision - due any time - on whether it should go ahead is a touchstone for Barack Obama's willingness to confront climate change in his second term.

    Superficially, Keystone XL doesn't look like a huge deal. Since 2010, there has been a cross-border pipe bringing oil from tar sands in northern Alberta to the US Midwest. But this second link would double capacity and deliver oil to the refineries of the Gulf for global export. It looks like the key to a planned doubling of output from one of the world's largest deposits of one of the world's dirtiest fuels. And because the pipe would cross the US border, it requires state department and presidential sign-off.

    Environmentalists are up in arms. They fear leaks. No matter what its sponsors suggest, this is no ordinary pipeline. The tar-sands oil - essentially diluted bitumen - is more acidic than regular oil and contains more sediment and moves at higher pressures. Critics say it risks corroding and grinding away the insides of the pipes. The US National Academy of Sciences has just begun a study on this, but its findings will probably be too late to influence Obama.

    If there is a leak, clean-up will be difficult, as shown by the messy, protracted and acrimonious attempt to cleanse the Kalamazoo river in Michigan after tar-sands oil oozed into it in 2010.

    To make matters worse, the pipeline would cross almost the entire length of the Ogallala aquifer, one of the world's largest underground water reserves, from South Dakota to Texas. Ogallala is a lifeline for the dust-bowl states of the Midwest. While TransCanada has agreed to bypass the ecologically important Sand Hills of Nebraska, where the water table is only 6 metres below the surface in places, a big unseen spill could still be disastrous.

    Climate change is still the biggest deal. Extracting and processing tar sands creates a carbon footprint three times that of conventional crude. Obama would rightly lose all environmental credibility if he were to approve a scheme to double his country's imports of this fossil-fuel basket case. Yet he may do it. Why? Because of fossil-fuel lock-in. Changing course is hard. Really hard.

    Part of the reason for the lock-in is the vast infrastructure dedicated to sustaining the supply of coal, oil and gas. There is no better symbol of that than a new pipeline. Partly it is political. Nobody has more political muscle than the fossil fuel industry, especially in Washington. And partly it is commercial. As Schellnhuber puts it: "Heavy investments in fossil fuels have led to big profits for shareholders, which in turn leads to greater investments in technologies that have proven to be profitable."

    The result is domination by an outdated energy system that stifles alternatives. The potential for a renewable energy revolution is often compared to that of the IT revolution 30 years ago. But IT had little to fight except armies of clerks. Schellnhuber compares this lock-in to the synapses of an ageing human brain so exposed to repetitious thought that it "becomes addicted to specific observations and impressions to the exclusion of alternatives". Or, as Girling puts it, new pipelines become "routine".

    What might free us from this addiction? With politicians weak, an obvious answer is to hold companies more financially accountable for environmental damage, including climate change. But Schellnhuber says this won't be enough unless individual shareholders become personally liable, too.

    Here, he says, the problem is the public limited company (PLC), or publicly traded company in the US, which insulates shareholders from the consequences of decisions taken in their name. Even if their company goes bankrupt with huge debts, all they lose is the value of their shares. The PLC was invented to promote risk-taking in business. But it can also be an environmental menace, massively reducing incentives for industries to clean up their acts.

    "If shareholders were held liable," he says, "then next time they might consider the risk before investing or reinvesting." More importantly, it could prevent us being locked into 20th century technologies that are quite incapable of solving 21st century problems. Fat chance, many might say. But just maybe Keystone XL and its uncanny ability to draw global attention will help catalyse growing anger at the environmental immunity of corporate shareholders.

    8 bodies found in Mexico where band went missing

    (AP) ? A state forensic official says at least eight bodies have been pulled from a well in northern Mexico near the site where 20 people went missing late last week, including 16 members of a Colombian-style band.

    The official says the Nuevo Leon State Investigative Agency is working at the site through the night in the town of Mina near the northern city of Monterrey, and the body count could rise.

    The official spoke late Sunday on condition of anonymity because he was not authorized to discuss the case. He said he could not confirm whether the bodies belonged to any of the missing.

    Members of the band Kombo Kolombia and their crew were reported missing early Friday after playing a private show late Thursday in a bar in the nearby town of Hidalgo.

    Barge with 80,000 gallons oil hits bridge, leaks

    A barge carrying 80,000 gallons of oil hit a railroad bridge in Vicksburg, Miss., on Sunday, spilling light crude into the Mississippi River and closing the waterway for eight miles in each direction, the Coast Guard said. A second barge was damaged.

    Investigators did not know how much had spilled, but an oily sheen was reported as far as three miles downriver of Vicksburg after the 1:12 a.m. incident, said Lt. Ryan Gomez of the Coast Guard's office in Memphis, Tenn.

    Authorities were still trying to determine the source of the leak, but it appeared to be coming from one or two tanks located at the stern of the first barge, Gomez said. He said there was no indication that any oil was leaking from the second vessel, and said it was still unclear whether the second barge also hit the bridge or was damaged through a collision with the first.

    "Investigators are still trying to figure out what happened," he said.

    The privately owned response-and-remediation company United States Environmental Services was working to contain the oil with booms before collecting it and transferring it to one of the barge's undamaged tanks, then ultimately to a separate barge, Gomez said. He could not say how long the river would remain closed in the area. Five northbound and two southbound vessels were waiting to pass, he said.

    "It's still considered an active leak," Gomez said. "We don't have an estimate or accurate amount of what was released."

    Railroad traffic was allowed to continue after the bridge was found safe for trains, Petty Officer Carlos Vega said.

    The barges are owned by Third Coast Towing LLC, Gomez said. According to a website listed under that name, the company is located in Corpus Christi, Texas. No one answered the telephone at the company Sunday night.

    Both vessels were being pushed by the tugboat Nature's Way Endeavor. The website for Nature's Way Marine LLC of Theodore, Ala., identifies the vessel as a 3,000-horsepower, 90-foot-long boat, making it the largest and highest-powered of the company's five tugs. It was built in 1974 and underwent a complete rebuild in 2011, according to the company.

    A company manager referred calls to the Coast Guard command center at Vicksburg.

    The last time an oil spill closed a portion of the lower Mississippi River, it was for less than a day last February after an oil barge and a construction barge collided, spilling less than 10,000 gallons of oil. In 2008, a fuel barge collided with a tanker and broke in half, dumping 283,000 gallons of heavy crude into the waterway, and closing the river for six days.

    The oil sheen from Sunday's incident was unlikely to pose a threat to the Gulf of Mexico, located 344 river miles south of Vicksburg.

    Residents and businesses in Gulf Coast states are still recovering from the April 2010 explosion of the Deepwater Horizon drilling rig, which killed 11 workers and spewed more than 200 million gallons of oil into the Gulf.

    Myanmar rebukes U.S. for calling it "Burma"

    YANGON (Reuters) - Myanmar took a swipe at the United States on Saturday for calling the country Burma, urging it to use its official title and avoid harming improving ties between the two former foes.

    In a response to a press statement issued by the U.S. embassy in Yangon on the conflict in northern Kachin state, the Foreign Ministry said Washington should be following most countries and the United Nations and call it Myanmar.

    The issue has struck a chord with the civilian-led government, which has won the recognition of the international community following political, social and economic reforms introduced after it replaced an oppressive military junta in March 2011.

    "Myanmar strongly objects to the usage of the words 'Burma', 'Burmese government' and 'Burmese military' in the U.S. embassy's press release and not using the name recognized by the United Nations and the whole international community," the ministry said in a statement carried in state-controlled newspapers.

    It said U.S. President Barack Obama had called the country Myanmar during his landmark visit late last year, so the embassy should follow his example.

    After decades of bitterness, ties between Myanmar and the United States have started to thaw since the new government embarked on reforms and freed hundreds of political prisoners.

    The United States has suspended most sanctions and even engaged with Myanmar's military, which has been accused of corruption and human rights abuses that include rape, torture, forced labor and recruitment of child soldiers.

    The country's name has long had two forms in the Burmese language: Myanmar is the formal name while Burma has traditionally been used in informal conversation.

    In 1989, the then ruling junta deemed that the country should be officially known in English as Myanmar, a move it said was to appease minority non-Burman ethnic groups.

    Opponents of the military, including Nobel laureate and lawmaker Aung San Suu Kyi, ignored the change and continued to refer to the country as Burma. She still calls it Burma today, an issue that has riled the government.

    The embassy issued a statement on Thursday objecting to the fierce fighting between the Myanmar military and Kachin Independence Army and urged the government to protect civilians and allow humanitarian access to the area.

    The Foreign Ministry criticized the embassy for not mentioning "terrorist" acts by the Kachin Independence Army.

    It said it hoped the embassy would "avoid in future actions that may affect mutual respect, mutual understanding and cooperation".

    (AP) ? Fox News Channel is parting ways with former Republican vice presidential candidate Sarah Palin, ending her three-year tenure as a contributor on the network.

    While Palin's time at Fox was occasionally rocky, the network's news executive, Bill Shine, said Friday that "we have thoroughly enjoyed our association" with her.

    "We wish her the best in her future endeavors," said Shine, Fox's executive vice president for programming.

    A person familiar with discussions between Fox and Palin described the parting as amicable, saying that Fox and Palin had discussed renewing her contract but she decided to do other things. The person spoke on condition of anonymity because they were not authorized to speak on the record.

    Palin's lawyer in Alaska, John Tiemessen, had no immediate comment on her exit. Palin's last appearance on Fox News was Dec. 19 on Greta Van Susteren's show.

    Palin signed to deliver commentary on Fox in January 2010, reportedly for $1 million a year. It was a coup for both sides at the time; the former Alaska governor was a little more than a year removed from her attention-getting run for the vice presidency and was considered one of the leading contenders for the 2012 presidential nomination. At Fox, she had a platform on the most popular network for conservative viewers. Fox installed equipment in Palin's Wasilla, Alaska, home to make her regular appearances easier.

    But there were some indications of tension between her and Fox News Chairman Roger Ailes, who was quoted in a 2011 story by The Associated Press saying, "I hired Sarah Palin because she was hot and got ratings."

    When Palin announced she would not be a candidate in 2012, she said it on a conservative radio show, which didn't sit well with the company paying her to be a contributor. Palin took to her Facebook page late last summer to complain that Fox had cancelled her appearances one night at the GOP national convention; Fox said it was simply because the GOP had to condense its speaker schedule due to a hurricane.

    Four years removed from her vice presidential candidacy, Palin's influence had waned and she was somewhat overshadowed as a contributor at Fox by Karl Rove, former President George W. Bush's top political aide. Rove recently renewed his contract at Fox through the 2016 election.

    With four more years of a Barack Obama administration in power, Fox recently hired former Democratic presidential candidate Dennis Kucinich as a contributor.
