Ahead of the Bell: Cerner jumps after 3Q report

Shares of Cerner Corp. climbed before the stock market opened Friday, a day after the health care information management company said its third-quarter earnings rose 25 percent.

The Kansas City, Mo., company also had said after markets closed Thursday that it expects to book between $925 million and $975 million in new business in the fourth quarter.

That projection trumped the $849 million that Jefferies analyst David Windley expected. He said the high target indicates that the company's growth will extend into next year, and it also shows management confidence in the company's pipeline.

Windley raised his rating on shares of the stock to "Buy" from "Hold," and increased his price target to $82 from $80. The analyst said the higher-than-expected bookings forecast and the fact that the company's share price has slipped 14 percent over past three weeks combine to create "a more compelling entry point" for investors.

Cerner said Thursday it earned $98.9 million, or 56 cents per share, in the quarter that ended Sept. 29. That was up from $78.8 million, or 45 cents per share, during the same period last year.

Revenue rose 18.3 percent to $676.5 million.

The company's shares was up more than 12 percent, or $8.67, to $77.14 in premarket trading Friday.

AMD reports $1.27 billion in revenue for Q3 2012

STUB AMD reports $ in revenue for Q3

While AMD wrestled to get back on the good foot last quarter, the Sunnyvale chip maker continued to struggle for the third three month financial period of 2012. While reporting $1.27 billion in revenue, the company still saw a ten percent sequential decrease and a 25 percent decrease year-over-year. The hurt not ending there, AMD's graphics division saw a revenue decrease of seven percent sequentially and 15 percent year-over-year. "The PC industry is going through a period of very significant change that is impacting both the ecosystem and AMD," said Rory Read, AMD president and CEO. Such words mirror that of longtime rival Intel, which also continues to struggle with a very unfriendly PC market. In an effort to rebound, AMD announced a restructuring plan to reduce operating expenses that will hopefully give the company more leeway to develop and produce new products and strategies.

Antiscience Beliefs Jeopardize U.S. Democracy

Cover Image: November 2012 Scientific American MagazineSee Inside

The United States faced down authoritarian governments on the left and right. Now it may be facing an even greater challenge from within

america science problem, election 2012 science issues Image: Ricardo Martinez

In Brief

  • A large number of major party contenders for political office this year took antiscience positions against evolution, human-induced climate change, vaccines, stem cell research, and more.
  • Such positions are surprising because the economy is such a big factor in this election, and half the economic growth since World War II can be traced to innovations in science and technology.
  • Partisans at both ends of the political spectrum have been guilty of science denialism. But the Republican version is particularly dangerous because it attacks the validity of science itself.
  • U.S. voters must push candidates and elected officials to express their views on the major science questions facing the nation or risk losing out to those countries with reality-based policies.

It is hard to know exactly when it became acceptable for U.S. politicians to be antiscience. For some two centuries science was a preeminent force in American politics, and scientific innovation has been the leading driver of U.S. economic growth since World War II. Kids in the 1960s gathered in school cafeterias to watch moon launches and landings on televisions wheeled in on carts. Breakthroughs in the 1970s and 1980s sparked the computer revolution and a new information economy. Advances in biology, based on evolutionary theory, created the biotech industry. New research in genetics is poised to transform the understanding of disease and the practice of medicine, agriculture and other fields.

The Founding Fathers were science enthusiasts. Thomas Jefferson, a lawyer and scientist, built the primary justification for the nation's independence on the thinking of Isaac Newton, Francis Bacon and John Locke?the creators of physics, inductive reasoning and empiricism. He called them his ?trinity of three greatest men.? If anyone can discover the truth by using reason and science, Jefferson reasoned, then no one is naturally closer to the truth than anyone else. Consequently, those in positions of authority do not have the right to impose their beliefs on other people. The people themselves retain this inalienable right. Based on this foundation of science?of knowledge gained by systematic study and testing instead of by the assertions of ideology?the argument for a new, democratic form of government was self-evident.

Yet despite its history and today's unprecedented riches from science, the U.S. has begun to slip off of its science foundation. Indeed, in this election cycle, some 236 years after Jefferson penned the Declaration of Independence, several major party contenders for political office took positions that can only be described as ?antiscience?: against evolution, human-induced climate change, vaccines, stem cell research, and more. A former Republican governor even warned that his own political party was in danger of becoming ?the antiscience party.?

Such positions could typically be dismissed as nothing more than election-year posturing except that they reflect an anti-intellectual conformity that is gaining strength in the U.S. at precisely the moment that most of the important opportunities for economic growth, and serious threats to the well-being of the nation, require a better grasp of scientific issues. By turning public opinion away from the antiauthoritarian principles of the nation's founders, the new science denialism is creating an existential crisis like few the country has faced before.

In late 2007 growing concern over this trend led six of us to try to do something about it. Physicist Lawrence M. Krauss, science writer and film director Matthew Chapman (who is Charles Darwin's great?great-grandson), science philosopher Austin Dacey, science writer Chris Mooney, marine biologist Sheril Kirshenbaum and I decided to push for a presidential science debate. We put up a Web site and began reaching out to scientists and engineers. Within weeks 38,000 had signed on, including the heads of several large corporations, a few members of Congress from both parties, dozens of Nobel laureates, many of the nation's leading universities and almost every major science organization. Although presidential hopefuls Barack Obama and John McCain both declined a debate on scientific issues, they provided written answers to the 14 questions we asked, which were read by millions of voters.

In 2012 we developed a similar list, called ?The Top American Science Questions,? that candidates for public office should be answering [see ?Science in an Election Year? for a report card by Scientific American's editors measuring how President Obama and Governor Mitt Romney did]. The presidential candidates' complete answers, as well as the responses provided by key congressional leaders to a subset of those questions, can be found at www.ScientificAmerican.com/nov2012/science-debate and at www.sciencedebate.org/debate12.

Google opens the playground for an Android event October 29th

Google 'opens the playground' for an Android event October 29th

Add one more social event to your October calendar, as Google has just pushed out invites to an Android event in New York on the October 29th where we expect to be introduced to the next generation of Nexus. The LG E960 Mako -- which we've taken to calling the Nexus G but has also been referred to as the Nexus 4 -- seems to be a sure bet to make an appearance after its many leaks, and a 32GB Nexus 7 variant rates as highly probable. There have also been long-running rumors that we will see Nexus hardware from more than one manufacturer, although lately whispers have focused on the possibility of a 5-inch phablet from HTC, and a 10-inch Nexus-branded tablet made by Samsung. Without the benefit of physical evidence we'd take those with a huge grain of salt, but we'll obviously be ready for anything. Of course, it's adding up to be a long day for us no matter what, since Microsoft's Windows Phone 8 launch event is scheduled for just a few hours later on the West Coast. We'll be on hand bringing you all the news no matter what time zone it occurs in, and Google even promises a live video stream on YouTube.

Anderson Silva cheers on ?Big Nog,? plays doctor in your Spider images of the day

After Antonio Rodrigo Noguiera beat Brendan Schaub at UFC 134, Nogueira's friends and training partners broke out in a jubilant celebration. At UFC 153, he took out Dave Herman, and his friends reacted even more emotionally.

Man, it's getting a little dusty in here. (Wipes tears from eyes.) UFC middleweight champ Anderson Silva begins to cry when seeing his friend's triumph. This was Nogueira's first fight since having his arm broken by Frank Mir in December, so you could see why it was so meaningful for Silva and the rest of the group.

After watching Nogueira's win, Silva went on to win easily over Stephan Bonnar. Then, he went to the hospital and took care of Fabio Maldonado, the fighter who somehow survived two rounds with Glover Teixeira.

Is there anything Silva can't do?

Enter MMI or ?Maximum Muscle InteraXion?. MMI allows the muscles of the entire upper body to function and work together to produce even greater size and strength gains than could be achieved by training either the chest, shoulders or abs in isolation.

As you?ll see in this insane ?shoulder? exercise?not only will you be working out your shoulders with this shoulder press variation, (specifically the front delts) but also the upper chest and abs at the same time. By doing these together in one exercise you can be sure that you tie in all of the muscle groups that are supposed to train together.

Many business school candidates unwittingly start their essays with platitudes ? obvious or trite remarks, written as though they were original. To give an example, when responding to?the HBS essay question??Tell us about a time when you made a difficult decision,??a candidate might mistakenly write the following:

?Managers constantly face difficult decisions.?Still,?everyone hates indecision.?

The writer doesn?t ?own? this idea and cannot lay claim to this statement. A simple alternative would be to insert his or her experience and viewpoint into the sentence:

?Yet again, I was in the boardroom with Steve, anticipating?that he would change his mind on?the mbaMission file.?

By discussing your personal and unique experiences, you take ownership of your story and engage the reader. Avoiding platitudes and generalities, and ensuring that you are sharing?your?experience,?rather than?one that could belong to anyone else, is a simple but often overlooked step in creating a compelling message.

What to Know About Credit Card Processing: 5 Tips for Getting the ...

What to know about credit card processing: 5 Tips for getting the lowest pricing

Credit card processors are quick to promise savings, but few actually explain how costs will be reduced, or by how much. If you know you?re overpaying for credit card processing, but can?t get a straight answer to determine why, this article is for you. The following five tips will show you how to cut through the smoke and mirrors to lower your business?s credit card processing costs.

1. Never ask a processor, ?What?s your rate??

The first and biggest mistake that almost everyone makes when shopping for credit card processing is asking several processors the fateful question,

?What?s your rate??

The rate a processor charges impacts cost far less than the pricing model it uses to assess fees. The first question you should be asking a credit card processor is,

?What pricing model does your company use??

Credit card processors use two general types of pricing to assess fees. The first is called interchange pass-through pricing, and the second is called bundled pricing. Interchange pass-through pricing is by far the more transparent and least expensive of the two, and it eliminates a processor?s ability to charge hidden fees. Only after you know all of your potential processors are using interchange pass through pricing should you begin inquiring about rates.

2. ?Wholesale? credit card processing rates are available online.

You can and should know what a processor pays the bank before you ask for its rates. Every single credit card processor pays the same exact rate to process various types of transactions. For example, the cost for any processor to transact a swiped Visa reward credit card is 1.65% of the sale amount plus a $0.10 transaction fee.

Credit card processing?s wholesale rates are called interchange fees. Interchange fees determine how much processors pay the banks that issue credit cards (called issuing banks), and interchange fees are consistent among all processors. You can view the wholesale pricelists (interchange fee schedules) for the credit card processing industry right now by following these two links:

3. Look at the big picture.

People tend to focus on rates when comparing credit card processors while other important components of cost are overlooked. The most accurate way to compare processors is not by the rate each one charges for individual transactions, but instead, by the effective rate that accounts for all costs.

The effective rate shows how much in volume a business pays back in gross charges. For example, if a business pays $250 in fees to process $10,000, the business?s effective rate is 2.50% (250 / 10,000 * 100 = 2.5). Calculating the effective rate for each prospective credit card processor is a simple matter of adding up all of the fees that would be incurred during an average month of sales. So as long as you use the same sales figures for each processor, you will end up with an all-inclusive picture of costs for comparison.

4. Leave your options open.

Processors often attempt to lock businesses into multi-year contracts with hefty cancellation charges, but you don?t have to agree to a processor?s terms. Use the fierce competition in the processing industry to your advantage and refuse to pay a cancellation fee. You will be surprised how quickly processors agree to your demands. However, never mistake a verbal agreement as final, and always read the written agreement carefully before signing to ensure the cancellation fee has in fact been dropped.

5. Always buy, never lease.

In most cases, credit card processors make more money by leasing equipment than by processing transactions. New credit card machines can be purchased from honest processors for only a few hundred dollars. Compare this to leasing a machine at $48 a month over five years and the cost difference is astronomical. A credit card processor that even attempts to lease a credit card machine clearly puts profits ahead of integrity.

Do you ask the vital questions mentioned above when selecting a credit card processor? Share your payment processing experience in the comments section below.

More than 20 anglers accused of lobster poaching this season

As California's spiny lobster season gets underway, authorities have cited more than 20 anglers for illegal activities, including exceeding the catch limit, taking undersized crustaceans and stealing from others' traps, officials said.

In the latest incident, officials with the state Department of Fish and Game are investigating reports that two fishermen poached lobsters from a state marine conservation area at Abalone Cove Shoreline Park in Rancho Palos Verdes.

Officials plan to question the men, who allegedly set a commercial trap and netted at least three lobsters in Abalone Cove. But because it was not clear whether the boat was in the marine preserve or just outside it, the men will probably be warned rather than cited, said Andrew Hughan, a Fish and Game spokesman.

Abalone Cove is one of 50 Southern California "marine protected areas" covering more than 350 square miles of coastal waters, from Point Conception to the U.S.-Mexico border, that became subject to strict fishing restrictions in January. Lobsters and other shellfish, however, have long been off limits in the area.

Earlier this month Fish and Game officials cited Yanwu Li of Rowland Heights, who was suspected of stealing a lobster from another person's commercial trap off Dana Point Harbor, along with three other violations. The citations, each of which carry penalties of as much as $1,000 and six months in jail, have been referred to the Orange County district attorney, Hughan said.

"Lobster poaching is a huge problem up and down the coast," Hughan said, adding that one hot spot was the Catalina Island area. "We're very vigilant in our efforts to stop this problem."

In particular, he said, officials aggressively pursue those who take undersized lobsters because they take seven years to grow to a legally catchable size ? the body shell, without the tail, must measure at least 31/4 inches.

"If we catch you with an undersized lobster, you will get a ticket," he said.

Katie Howe, a Rancho Palos Verdes parks official, emphasized that starfish, hermit crabs, sea urchins and other sea life in the area's famous tide pools are also strictly off limits.

"A lot of families go there and see people pulling octopus out," she said. "It's traumatizing to kids to see the animals being hurt."

Sarah Sikich of Heal the Bay said her organization's report on the first six months of the new coastal restrictions found "overwhelming" compliance. The coastal protection group, which is based in Santa Monica, sends out about 60 trained volunteers each month to monitor activities in the marine preserves.

"The good news is that it's going well," Sikich said.

Howe asked that Abalone Cove visitors who witness poaching call the Rancho Palos Verdes Nature Preserve ranger hot line at (310) 491-5775. The lobster season runs until March 20.

Robert Griffin IIIAP

The Vikings proved they were mortal, Robert Griffin III proved he had no complications from last week?s concussion, and the Redskins proved they could win at home.

An early interception was nearly the only mistake Griffin made, leading the Redskins to a 38-26 win over the Vikings, snapping an eight-game home losing streak that dated back to September 2011 and pushing them to 3-3.

Griffin finished the game in style, turning a four-minute offense scramble into a 76-yard touchdown, capping a brilliant final three quarters.

He finished the game with 13 carries for 138 yards and two touchdowns, with another 182 passing yards and a score.

For the Vikings (4-2), the problem was clear. Their first four trips to the red zone yielded four Blair Walsh field goals, and their defense had no answers for Griffin once the first quarter ended.

There was a moment when Vikings quarterback Christian Ponder looked nothing like the efficient guy who didn?t throw a single pick in the first four games. He now has four in the last two games, including one Sunday returned for a touchdown by Madieu Williams, and one in the last minute which didn?t matter all that much.

But after the pick-six, he responded with a pair of touchdown drives, giving the Vikings a shot after they trailed by 19.

Percy Harvin was brilliant (11 catches for 133 yards) and Adrian Peterson was good (17 carries for 79 yards).

But in the end, Griffin was back, and he was the difference.

Mauritanian leader flown to France after shooting

NOUAKCHOTT (Reuters) - Mauritania's president was flown to France for medical treatment on Sunday after the Western ally against al Qaeda was shot by soldiers in what he said was an accident.

The shooting late on Saturday set the coup-prone northwest African country on edge and President Mohamed Ould Abdel Aziz appealed to Mauritanians to keep calm in a televised message from his hospital bed.

Although Mauritania has been stable politically since Abdel Aziz seized power in 2008, it lies on the fringes of the Sahara Desert where Islamist gunmen hold increasing sway.

"I want to reassure everyone about my state of health after this incident committed by error," Abdel Aziz said from his bed. "Thanks to God, I am doing well."

He was covered in a sheet up to his neck and the extent of his wounds was not clear. Medical sources said he had been shot in the abdomen, though the government announced he had been "lightly wounded."

The president was flown to former colonial power France on Sunday morning after undergoing an initial operation in a military hospital in the Mauritanian capital Nouakchott.

The French defense ministry confirmed Aziz would receive treatment at the Percy-Clamart military hospital on the outskirts of Paris.

Abdel Aziz was wounded late on Saturday when soldiers opened fire on his car about 40 km (25 miles) from Nouakchott, the government said. He was driving through the town of Toueila, in an area where he owns a ranch.

Officials did not say what had happened to the soldiers who had opened fire on the convoy.

"It was a unit of the Mauritanian army, a mobile control unit. They weren't aware of his passage," Foreign Minister Hamadi Ould Hamadi told Reuters on Sunday.

The streets of the capital were initially deserted as rumors spread of a military coup or of an assassination attempt against the president by Islamic militants.

But as reports of the incident spread, hundreds of residents converged on the military hospital where Abdel Aziz was being treated to show their support for the president.

Life had largely returned to normal on Sunday, with shops opening and cars returning to the streets. No additional police or military presence was visible.

ISLAMIST MENACE

As the head of one of West Africa's more effective armies, Abel Aziz ordered military strikes against Islamist bases in neighboring Mali in 2010 and 2011, provoking threats of revenge from the al Qaeda-linked fighters.

Those Islamist groups now occupy the northern two-thirds of Mali after hijacking a Tuareg rebellion there earlier this year and launching a rapid offensive in the wake of a military coup in the capital Bamako.

The events in Mali have pushed thousands of refugees into Mauritania, placing a strain on resources and raising tensions along the two countries' long, desert border.

While security, including more military patrols, has been beefed up to combat the threat of foreign Islamists, Abdel Aziz often travels with only a light armed escort.

"Security is too loose. That should be revised. We all must pay attention to roadblocks, patrols and military zones, especially in this time when the Sahel region is unstable," said Mohamed Fall Ould Oumer, of the weekly newspaper La Tribune.

"If the president had died it could have been a threat to stability within the country and in the region," he said.

Abdel Aziz was elected in 2009 after seizing power a year earlier in a coup that cut short the rule of Mauritania's first democratically elected president

Split between black and Arab Africa, Mauritania is bigger than Turkey but has only 3.5 million people. The largely desert country produces oil from wells offshore. Its other main export industries are mining and fishing.

Farm bill failure gives Democrats ammunition in Midwest House races

RINGSTED, Iowa (Reuters) - Democrats fighting an uphill battle to win a majority in the U.S. House of Representatives are trying to use rural angst over the failure of congressional Republicans to pass a farm bill to win some Midwestern seats in the November 6 election.

The farm bill, which sets subsidies for everything from crop insurance to milk production, expired on October 1 after the Republican majority in the House could not muster enough votes to pass a new law.

No race demonstrates the Democratic strategy better than in western Iowa, where Christie Vilsack, the wife of President Barack Obama's agriculture secretary, Tom Vilsack, is stressing the farm bill in a bid to unseat conservative Republican Representative Steve King.

"The lack of a farm bill right now has the farming community up in arms," said Bryan Kruse, 34, who has two small farms and works for another farmer to pay the bills outside Ringsted, population 422. "We need to get something done."

Kruse wants to know if he can still get federal crop insurance to protect his corn and soybeans against disasters like this year's drought.

Democrats need to gain 25 seats in the House to win back the majority they lost in the Republican sweep in 2010, and most analysts consider it a tall order.

Democrats are focusing on the farm bill in Iowa, Wisconsin, South Dakota, Colorado and Illinois. It is also a major issue in close U.S. Senate races in Montana and North Dakota, where Republican House members are seeking seats held by Democrats.

But convincing farmers and rural residents is tough in conservative western Iowa. Despite his concerns about the farm bill, lifelong Republican Kruse said he will vote for King, a conservative with a habit of making controversial statements.

"You can't blame that failure on one man," Kruse said, who worries that electing a Democrat such as Vilsack would lead to burdensome and costly regulations for farmers.

A few decaying, abandoned farms near where Kruse works are a sign of the rural decline and slow population growth that cut Iowa's U.S. House seats to four from five after the 2010 census. Redistricting put Kruse in King's new enlarged district, a huge area covering 39 counties dotted with small cities and towns.

Vilsack, whose husband also was Iowa governor, touts the fact that the Democratic-controlled U.S. Senate passed a farm bill, but the Republican House did not.

Steffen Schmidt, a politics professor at Iowa State University in Ames, says most Democrats have done a poor job of explaining that, apart from farm subsidies, the farm bill includes food stamps, school lunches and rural development money.

"A big failure of the Democrats is they have not explained the farm bill has broader economic and social implications," Schmidt said. "Christie Vilsack has done better than other Democrats at making that point."

The polls have been close in a race that has drawn a lot of money, but King says he is confident of farmers' support because he has a chance to head the Agriculture Committee if Republicans retain their House majority. King ranks fourth in seniority on the committee but one of those ahead of him is retiring and another is focusing on another committee.

"No one is better placed" to become committee chairman, King told Reuters. "The farm community knows that."

"CONSERVATIVE ALL THE WAY THROUGH"

In Iowa's new 4th District, the yard signs in farm areas predominantly favor King. In small cities and towns, signs for Vilsack are more common.

Iowa Pork Producers Association President Bill Tentinger says American farmers are generally staunchly conservative.

"They're fiscally conservative and socially conservative," he said. "They're conservative all the way through."

Tammy Kobza, Iowa director of the socially conservative group Eagle Forum founded by conservative icon Phyllis Schlafly, says she supports King's opposition to abortion and gay marriage, plus his call for repeal of Obama's healthcare reforms.

"Morals matter out here," she said. "Steve King personifies those morals and doesn't want us to be dependent on government."

But thanks to redistricting after the census, almost half of the district is new to King.

"The district is not as conservative as Steve King is used to and not as moderate as Christie Vilsack would like," Iowa State's Schmidt said.

Among Vilsack's supporters is Steve Mahr, 27, an assistant manager at a restaurant in Orange City in King's old district.

"Steve King has been offensive and embarrassing to our district," he said, rattling off controversial remarks King has made about immigrants and dog fighting and his defense of Todd Akin, the Missouri Republican U.S. Senate candidate who said women have biological defenses against pregnancy from "legitimate rape."

"We need someone who'll look out for the people who need to be taken care of," Mahr added. "Not just look out for the rich."

While King is endorsed by the Iowa Farm Bureau, which has designated him a "friend of agriculture," Vilsack is running as a moderate seeking "to create opportunities in small towns and cities" in part through the farm bill.

"Nothing's getting done in Washington," Vilsack said. "I want to be a problem solver who gets things done."

King has won easily in the past, but in a sign of how close the race is he has agreed to a series of debates with Vilsack.

Both candidates have raised about $2 million in campaign contributions.

Vilsack has had contributions from labor groups such as the Service Employees International Union, plus Planned Parenthood. King's donors have included the National Pork Producers Council based in Des Moines and Koch Industries, an energy company run by conservative billionaire brothers David and Charles Koch.

Some $2.7 million has also been spent by outside groups.

Tim Hagle, a politics professor at the University of Iowa, said the race is close enough to be swayed by whether Obama or Republican presidential nominee Mitt Romney wins the swing state of Iowa by attracting independent voters.

"Both sides have to reach out to those voters if they want to win," Hagle said.

Fun Family Activities ? Reflections of a Dreamer

It is always a good idea to have a fun activity for the family at least once a week. If your budget does not allow you to go out for a movie or eat out, you can always find something fun to do at home.

Board games or playing with puzzle caddy would be a good idea. Puzzles offer kids also the opportunity to learn how to be patient, to strategize and to look into tiny details?skills that they definitely useful as they grow up.

If your family is really fond of watching movies, you can always watch a good movie at home with dimmed lights, popcorn and soda. Gives you that ?theater feel??at a very low cost.

Spanish bailout dilemma gets more acute

MADRID (AP) ? The Spanish government's dilemma over whether to request a European bailout has become more acute following a downgrade of the cash-strapped country's credit rating.

Standard & Poor's cut its rating on Spain's debt by two notches to BBB- late Wednesday, leaving the country on the cusp of junk status, or non-investment grade. That could make it more expensive for the Spanish government to borrow money as it might scare some of its bond investors away.

As well as citing the deepening economic recession in Spain and rising levels of social discontent, the agency said the government's hesitation in requesting help was "potentially raising the risks to Spain's rating."

Though S&P's warning may nudge the Spanish government to make a bailout request sooner rather than later, rival agency Moody's has indicated it may cut its rating for Spain in the event of a bailout request.

"It would appear that when it comes to the rating Spain is a bit between a rock and a hard place," said Gary Jenkins, managing director of Swordfish Research.

The Spanish government was not immediately available for comment.

Madrid's main stock index, the IBEX, was underperforming its counterparts in Europe on Thursday, trading 0.4 percent lower.

However, the yield on the country's 10-year bond was more or less unchanged, just below 5.8 percent, as investors weighed up whether the country would tap a new facility from the European Central Bank.

Last month, the ECB announced a new plan to keep a lid on the borrowing costs of indebted countries like Spain. It said it would buy unlimited amounts of debt of struggling European countries. However, the governments first need to apply for a eurozone bailout and so far the Spain's has balked at the prospect.

Instead, the government led by Prime Minister Mariano Rajoy has introduced a series of austerity and labor measures in a bid to bring down its deficit and convince investors it can manage its finances without outside help.

If the Spanish government continues down that path, it will have to do so with a debt rating near, or even, below junk status.

Though it has raised around 90 percent of the money it needs to service its debts in 2012, Spain will have to tap investors for around ?200 billion ($258 billion) in 2013.

"Not easy to raise that kind of money with that kind of rating when the economic data is likely to come in worse than government forecasts," said Swordfish's Jenkins.

Earlier this week, the International Monetary Fund forecast that the Spanish economy would contract 1.3 percent next year, more than double the Spanish government's own prediction.

Following discussions with French President Francois Hollande on Wednesday, Rajoy said the country was making important reforms and that those, combined with European solutions, would prove the IMF wrong.

"If we follow that strategy ... we'll see that the reality turns out to be better than the forecasts," Rajoy said.

The prevailing view in the markets remains that Spain will have to request outside help some time next year, possibly after regional elections later this year, given the scale of the task in hand.

"With a large proportion of their funding for the year already completed we expect them to have sufficient funds to hold out until regional elections are out of the way later this year, though redemption payments at the end of January may become uncomfortably costly to refinance if yields drift wider," said Elisabeth Afseth, an analyst at Investec.

Christine Lagarde, the head of the IMF, praised recent steps taken by the ECB and European governments, but voiced her concerns at the impact Europe's austerity drive was having on global growth. Earlier, this week the IMF downgraded its global growth estimates for this year and next.

Spain, alongside many other European countries, have slashed spending and raised taxes in order to get a handle on their debts and in an attempt to convince investors they have a strategy to get their house in order.

Google announces simplified Zagat ratings, launches new application for Android

Avid Zagat users may or may not tell you that the Google-owned restaurant finder service hasn't exactly been offering the best rating system possible. With the most recent update, however, the hard-working devs from Mountain View are aiming to fix those woes, announcing that it's now "easier than ever" to publish reviews on the platform. The new rating system, as you can see above, will let users in on a more simplified scoring method, with the ability to simply rate as "poor-fair," "good," "very good" or "excellent." Meanwhile, Google also launched a revamped, free-of-charge Zagat app for Android, which brings all the features you love to both handsets and slates. You'll find the fresh application at the Google Play link below.

Home Renovation: An Overwhelming yet Exhilarating Creative ...

Renovating a home is, perhaps, one of the most all-consuming, ginormous artistic projects a person can tackle. My husband and I have trekked through seven months of Mount Everest-like obstacles and are still looking for the summit of finishing these home-improvements.

As if the grueling six months of short-sale-stretched-long didn?t churn up enough anxiety and stress. We got the keys to a home that was filthy and full of other people?s abandoned stuff. Five trips to the dump later, and an entire family helping to gut and clean, we entered phase two of our new artistic adventure?

SELECTION!

That?s right, home renovation requires more choices than Carter has pills. (I?m aging myself with that idiom, so if you?re young, just ignore it.) In fact, I?ve never made so many creative decisions in such a short span of time.

From floor to ceiling,?a home renovation project requires selection. Here?s just a few of the questions you must ask yourself, and then squabble over with your spouse:

  • What kind, color, and quality of flooring do you want?
  • What color of paint for the walls, baseboards, and ceiling? Do you want any rooms or walls different colors?
  • How do you want your closets arranged? Wire shelving, wood shelving, ready-made units, or particle board shelving? Do you want one row of hanging clothes or a section for two so you can hang blouses above and pants below? How about a cubby for shoes? A section with a shelf unit? Open shelves or with drawers? How much do you want to spend?
  • How will you arrange a three-car garage instead of a two when you?ve lost the storage of two sheds and a gargantuan rafter area?
  • How much of the garage can you claim for your messy crafts? (Will you arm-wrestle your husband for a floral design area in the garage?)

Now let?s talk yard:

  • Trim back the trees?
  • Tear out the bushes?
  • How many pots do you want to haul over from the other house?
  • When can you afford to build a quaint garden shed that will double as storage and more creative space? What design do you envision? One all trimmed in white with flower boxes full of blooms? Perhaps a stone path winding its way to one of doors? Should it have two doors?one for storage and one that enters your inside potter?s area with a reading nook on the opposite wall that your daughter dreamed up?
  • Will you choose solar or electric garden lighting?
  • How will you position your patio furniture? When can you afford to buy more?

I could go on and on, but then I would incite stress in you.

So I?ve saved the best comments for last. This home will bring me closer to family. In fact, I can look out my art studio window and see my sister?s art studio window.

So, I envision future creative collaborations:

?Hey sis, can you pop over and check out my new painting? Tell me what colors I should add??

?The grandbabies are here for a visit. Would you bring your camera over and take some photos for me??

I also savor the long-awaited gift of a separate art studio from a guest room that doubled as both. On those future lazy Saturdays I can only dream about now, I will sneak into my studio and create when our adult children home for a visit are sleeping in. This will be my quiet place filled with inspiration and arts and crafts supplies. I can create to my heart?s content, undisturbed or joined by one of the many artists in my family.

Yes, home renovation is an over-welling, but glorious, creative project.

How To Use Twitter For Customer Service - Business Insider

This post originally appeared at Open Forum.?

Consumers have gone social, and businesses are overwhelmed.?

With a tweet, Facebook status update or Instagram picture, customers have more ways than ever to publicly praise or criticize your business.?

Customer reviews are more important than any marketing you could pay for because they're seen as more credible, says Ron Kaufman, author of the?New York Timesbestseller?Uplifting Service: The Proven Path to Delighting Your Customers, Colleagues, and Everyone Else You Meet.

Kaufman says that?businesses can take back the power and leverage social media for their own benefit.

"Tell happy customers to go ahead and be social about their great experiences and encourage unhappy customers to come to you via social media so that you can make it right and improve your overall service,? Kaufman said.?

He gave us seven tips from his book for how to use social media to leverage customer service:?

1. Make it easy for customers to be social.?Create a forum section of your website where they can relay good or bad experiences. Then, you are more likely to see what they say about your service. This can help you to identify strengths and fix weaknesses.?

2. Say "thank you."?Be sure to show your customers appreciation for their feedback. But don't offer an incentive, like a discount, for a review. This "dilutes the authenticity" of the review, Kaufman says.?

3. Invite your customers to speak out.?During a business transaction, simply mention your Twitter, Facebook or forum page. Simply encouraging them to reach out can result in good publicity for you.?

4. Ask how you can improve.?Then thank them, even if they provide negative feedback. This "how can I help?" attitude breeds trust and loyal customers, Kaufman says. It also ensures that they'll go to you?and not the general public?with a problem.

5. Start a social program.?Kaufman cited United Airlines, which made a customer service review part of its mobile app. Customers can recognize great service simply by putting an employee's name into their app. This can improve company morale and engages the customer.?

6. Use social media to create an FAQ.?What questions do people ask the most? Keep track of frequent inquiries on social media and create a base of frequently-asked-questions and answers. Your customers will appreciate it.?

7. Make talking about your brand irresistible.?Offer customer service so great that people will want to share with others. Kaufman cites the Ritz-Carlton hotel chain. After a customer's child lost his stuffed animal, the hotel staff found and returned it. But they also took photos of the toy around the resort to show how great its "extended stay" was. This pleased the customer and resulted in good attention for the hotel chain.?

?Your customers? voices are vital to your organization,? says?Kaufman. ?Social media provides an incredible opportunity to engage those voices."
