CHICAGO (AP) ? A nephew of Miami Heat star Dwyane Wade was one of 13 men shot ? two fatally ? during a violent six-hour stretch in Chicago, another indication that violence is on the rise in the nation's third-largest city.

A spokesperson for Wade confirmed that his nephew was one of those injured in a Thursday shooting at a convenience store. The spokesperson declined to confirm the nephew's name or condition.

Wade, a Chicago native, was playing with the Heat at Toronto on Friday night. In a statement prepared for release before the game, Wade says he does not have all the details, but that his "thoughts and prayers are with all involved."

The shootings are part of a larger uptick in violence across Chicago this year.

Super-Earths 'in the billions'

There could be many billions of planets not much bigger than Earth circling faint stars in our galaxy, says an international team of astronomers.

The estimate for the number of "super-Earths" is based on detections already made and then extrapolated to include the Milky Way's population of so-called red dwarf stars.

The team works with the high-precision Harps instrument.

This is fitted to the 3.6m telescope at the Silla Observatory in Chile.

Harps employs an indirect method of detection that infers the existence of orbiting planets from the way their gravity makes a parent star appear to twitch in its motion across the sky.

"Our new observations with Harps mean that about 40% of all red dwarf stars have a super-Earth orbiting in the habitable zone where liquid water can exist on the surface of the planet," said team leader Xavier Bonfils from the Observatoire des Sciences de l'Univers de Grenoble, France.

"Because red dwarfs are so common - there are about 160 billion of them in the Milky Way - this leads us to the astonishing result that there are tens of billions of these planets in our galaxy alone."

The Harps team came up with its numbers after surveying 102 carefully chosen red dwarfs, which are dimmer and cooler than our Sun.

The group found a total of nine super-Earths (which are defined as planets with one to 10 times the mass of the Earth), with two judged to be orbiting inside their stars' habitable zones.

Putting all its data together, including observations of stars that did not have planets, the team was able to produce an estimate for how common different sorts of planets are around red dwarfs.

This assessment suggests super-Earths in the habitable zone occur in 41% of cases, with a range from 28% to 95%.

Given how many red dwarf stars there are in close proximity to the Sun, it means there could be perhaps 100 super-Earth planets in the habitable zones of stars that are less than about 30 light-years distant.

"The habitable zone around a red dwarf, where the temperature is suitable for liquid water to exist on the surface, is much closer to the star than the Earth is to the Sun," commented co-researcher Stephane Udry from the Geneva Observatory.

"But red dwarfs are known to be subject to stellar eruptions or flares, which may bathe the planet in X-rays or ultraviolet radiation, and which may make life there less likely."

The latest Harps research will appear in the journal Astronomy & Astrophysics [PDF].

Klodt seeks Hopkins site for apartments - Finance & Commerce

110 units would be near LRT station, core of suburb

As interest heats up in potential development along a future Southwest Corridor light rail transit line, Minneapolis-based Klodt Inc. is negotiating with the city of Hopkins on a site where it wants to build at least 110 market-rate apartments.

The property, now home to a vacant clinic, is one block from a proposed light rail transit (LRT) station on the Southwest LRT line.

Klodt Inc. has been a prolific apartment developer along the Hiawatha LRT line in south Minneapolis. For a time last year, the Hopkins project status was unclear as Klodt Inc. Chief Executive Officer Paul Klodt was in failing health. Klodt, 78, died last month.

But John Bell, vice president of construction and development for Klodt Inc., said the company is moving ahead with its plans and hopes to have a development agreement approved in the next 30 to 60 days.

?There were a few months ? where we were in limbo,? Bell said. ?At this point we would anticipate that we would break ground about a year from now.?

Kersten Elverum, director of economic development and planning for the city of Hopkins, said the city aims to have the development agreement on the agenda for the April 17 meeting of the Housing and Redevelopment Authority.

?We are making progress on the development agreement,? Elverum said, noting that the project would still need to secure land use approvals. ?We?re looking forward to breaking ground.?

Klodt Inc. became interested in the site when it began to scout locations along the future Southwest LRT line, Bell said.

?Right away this site jumped at us. The light rail is one thing, but the proximity to Mainstreet in Hopkins was really a strong drawing card to us,? Bell said.? ?We?re going to be there long before the light rail comes.?

Tara Beard, community development coordinator for the city of Hopkins, said the Downtown Hopkins LRT station is slated to be located at the southeast corner of Eighth Avenue South and Excelsior Boulevard, one of three stops in Hopkins. Construction of the line could start in 2014 or 2015, and the Southwest LRT line should be operational in late 2017 or early 2018, Beard said.

Beard said the city hopes to create a connection between the light rail station and downtown Hopkins. Excelsior Boulevard is two blocks from Mainstreet in downtown Hopkins. Another challenge is that the station will be on the south side of Excelsior Boulevard, which means that people will need to cross Excelsior, a wide thoroughfare, to head toward downtown.

?There?s all sorts of pedestrian improvements that can be made ? we really want to make Eighth Avenue a place in and of itself,? Beard said.

Hennepin County is preparing to issue a request for proposals for the ?next generation? of station-area planning along the line, she said.

A Park Nicollet clinic, which closed in mid-2009, is still standing on the 815 First St. S. site. The city struck a deal to buy the property and issued an RFP in 2010.

Besides Klodt, the city drew responses from Plymouth-based Dominium and Richfield-based Cornerstone Group. The city selected Klodt Inc. in April 2011, one month after paying $1.68 million for the site owned by Park Nicollet.

Bell said the project could be expanded to about 160 units if the developer acquires an adjacent site. But it?s not clear if that deal will come together. Bell said he won?t know what the total budget will be until he knows the scale of the project.

?We do have an equity partner that we?re doing this with,? Bell said, declining to name the partner.

Klodt Inc. will seek traditional bank financing for the deal, he said.

?It?s not impossible. Deals can be done,? Bell said. ?We certainly don?t have big issues with getting construction lending done.?

Klodt Inc. is just wrapping up Station 38 Apartments, a 64-unit project adjacent to the 38^th Street Station on the Hiawatha LRT line in south Minneapolis. The complex, at 3725 29^th Ave. S., opens this weekend.

For the moment, Bell said, Klodt Inc. is not moving ahead with any other projects in the Hiawatha corridor.

?We still own some other property along the Hiawatha light rail. We?ve got quite a commitment there already,? Bell said.

Other sites near the LRT line are drawing interest in Hopkins.

The Luther Automotive Group paid $1.8 million last summer for an 8.9-acre industrial site, generally known as the Engineered Building Components (EBCO) site. The property is close to the planned Downtown Hopkins LRT Station, but Luther has not disclosed any plans yet.

?We?d like to encourage them to share their vision with us,? Elverum said of the EBCO site.

Ed Hanlon, a commercial property specialist with Edina Realty, has a listing for a long-vacant former Snyders Drug store at 15 Ninth Ave. N. in Hopkins, which is two blocks north of the Klodt site. The property is listed for $1.1 million.

Hanlon said the site is starting to draw interest, prompted in part by light rail plans. While he has no deal yet, he?s encouraged.

?Last year it was an albatross,? Hanlon said of the site. ?I?ve had a lot of interest in the Snyder Drug building of late ? it?s a perfect piece of property for development.?

Guess what- those people that GE is going to hire aren?t going to want to live in Dayton (although they?ll pay taxes in Dayton) ? they?ll live in Oakwood with their highly trained safety forces, great schools and well paved streets.

In today?s Dayton Daily News we read about millions of our tax dollars being handed off to big corporations who promise jobs in the future:

The Ohio Tax Credit Authority approved Monday a 75 percent, 15-year Job Creation Tax Credit for Abbott worth an estimated more than $8 million, said Stephanie Mennecke, a spokeswoman for Ohio Department of Development. That?s the largest value tax credit approved Monday, she said.

The second largest was for approximately $4.5 million for a Republic Steel and Republic N&T Railroad Inc. expansion in Lorain, she said. The authority approved 11 total incentive packages Monday.

The Ohio Development Financing Advisory Council also approved Monday a $1.5 million, 10-year, 0 percent interest loan for Abbott?s project.

?There were many factors that lead us to the decision to build a new plant in Tipp City including direct access to a major interstate, quality of available work force, and state and local incentives,? said Abbott spokesman Pete Paradossi in an email Monday. ?Other locations were being considered. In the end, Tipp City was the best choice for this plant.??

The Tipp City plant will create about 240 jobs, according to Abbott.

Tipp City Council members will vote April 2 on a local incentive package for the Illinois-based company, said Brad Vath, Tipp City Assistant City Manager. Vath did not say Monday what the city plans to offer. He said the city is optimistic everything will fall in place and the project will move forward ?very, very quickly.?

Pilot Chemical Co., which operates a Butler County facility in Middletown, also received a tax incentive Monday. Pilot received a 50 percent, six-year tax credit worth an estimated $182,006, according to Gov. John Kasich?s office. The Sharonville-based company is planning an expansion at its headquarters, as well as a $42 million expansion project at either its Middletown or Houston, Texas, facilities.

Kasich?s office said Pilot?s project would create an estimated 38 full-time jobs.

Plus, if the big business paid the same taxes as our smaller ones- maybe the burden of starting up wouldn?t be so insurmountable?

WASHINGTON (AP) ? Pump prices on his mind, President Barack Obama says Congress should kill tax breaks for the oil and gas industry and help develop alternative sources of energy.

Obama said Saturday in his weekly radio and Internet address that he expected Congress to consider in the next few weeks ending $4 billion in tax subsidies, a move he has failed to persuade lawmakers to make during his term. He said the vote would put them on record on whether they "stand up for oil companies" or "stand up for the American people."

"They can either place their bets on a fossil fuel from the last century or they can place their bets on America's future," Obama said.

Industry officials and many Republicans in Congress contend that cutting the tax breaks would lead to higher fuel prices, raising costs on oil companies and affecting their investments in exploration and production. The measure is considered a long shot, given that Obama couldn't end the subsidies when Democrats controlled Congress earlier in his term.

Republican presidential candidates have accused Obama of delaying drilling for oil in the Gulf of Mexico and in a national wildlife refuge in Alaska and faulted him for not advancing the Keystone XL oil pipeline from Canada to Texas Gulf Coast refineries. They have also criticized policies pursued by the Environmental Protection Agency as inhibiting energy development.

Obama said there is no quick fix to high gas prices, which climbed to $3.83 on Friday according to AAA, but he pushed back against critics who say he is opposed to more drilling. He said the U.S. is producing more oil than at any time in the past eight years and has quadrupled the number of operating oil rigs.

"If we're truly going to make sure we're not at the mercy of spikes in gas prices every year, the answer isn't just to drill more ? because we're already drilling more," Obama said. He said his administration was trying to develop wind and solar power, biofuels and usher in more fuel-efficient vehicles to make the nation less dependent on oil.

In the weekly Republican address, Rep. Cory Gardner, R-Colo., said his constituents have been hard hit by an increase in gasoline prices and were "fed up with the way the president is handling this issue, and rightfully so. The most forceful thing the president has done about high gas prices is try to explain that he's against them."

Gardner said the $800 billion stimulus spending sought by Obama promoted energy companies that went bankrupt, wasting taxpayer money.

"After spending money we don't have on what won't work ? and overregulating what would ? is it any wonder gas prices have more than doubled on the president's watch? Make no mistake, high gas prices are a symptom of his failed 'stimulus' policies," Gardner said.

Obama is expected to keep up a drumbeat on energy this week, traveling to four states over two days to push his administration's "all of the above" energy strategy. The trip includes stops in Nevada, New Mexico, Oklahoma and Ohio.

A Random Walk through Oddly Named Physics Things

A few months ago I helped a friend of mine, Rose Eveleth, think of weirdly named things in physics. She could only include five, but there were a few more I thought were worth highlighting. So here they are.

Naming things is difficult. This fact can be attested to by anyone who?s ever had a baby, a hamster, or a punk band. It?s no easier for scientists, who must constantly find names for the things they discover and the theories they come up with to explain those discoveries.

In spite (or perhaps because) of the overwhelming boringness of much technical jargon, scientists are drawn to whimsical or poetic names more than you might suspect. Here are some of my favorites.

Misner?s Mixmaster Universe

The ?cosmic microwave background,? or CMB for short, is a kind of radiation: electromagnetic static that fills the entire universe. When you switched on your TV in the pre-digital era and no channel was tuned in, a few percent of that fuzz was the CMB.

Also known as ?relic radiation,? the CMB is energy left over from a time shortly after the big bang, when the entire universe was extremely hot and dense.

The thing that puzzled cosmologists was just how uniform the CMB was. They had expected that, because of quantum fluctuations present just after the big bang, the radiation would be patchy: stronger in some places and fainter in others. But this was not at all what was observed: the CMB looks almost exactly the same everywhere in the sky.

In a 1969 paper entitled ?Mixmaster Universe,? physicist Charles Misner set out his idea for a solution to the paradox.? Although it sounds like a 1980?s proto-hip-hop group, the theory actually gets its name from a kitchen appliance, the Sunbeam Mixmaster.

The idea was that the early universe went through a phase of so-called chaotic evolution, which did for the cosmos what the Mixmaster does for cake batter, mixing its contents until they were smooth and even.

The Mixmaster Universe is admired for being an ingenious solution to the equations of general relativity. However, it has been superseded by another theory, called ?inflation,? which does a better job of explaining the data than Misner?s.

Unlike the physics theory it inspired, the Sunbeam Mixmaster is still going strong, and is probably available at a store near you.

The Luminiferous Aether

Anyone who?s ever been forced to take freshman physics knows that light is a wave. (Well, it?s also a particle, but that?s another story.) This fact has been known for a very long time: it was first suggested as far back as the 17th century by the Danish scientist?Christian Huygens. For two hundred years afterwards, scientists and natural philosophers struggled with the question: ?if light is a wave, then what is it waving??

Just like sound waves need air to carry them, and ocean waves need water, the idea that light needs to travel through some kind of medium led scientists to propose the rather magical-sounding ?luminiferous aether.? The word ?luminiferous? refers to light, while the mysterious substance was called ?aether? because it was thought to be so rarefied as to be almost impossible to detect. And since we can see light from far-away stars, this aether must fill all of space.

Numerous aether-detection experiments culminated in one of the most famous observations ever made in science: the Michelson-Morely experiment, which attempted to measure the motion of the Earth through the aether. (It?s also probably the only major contribution to physics that took place in Ohio.)

It is a physics truism that not finding what you?re looking for can be more interesting than finding it, and so it was with Michelson and Morely, who failed to turn up any sign whatsoever that the aether was real. The collapse of the aether theory provided strong evidence in favor of Albert Einstein?s Special Theory of Relativity, which was developed in the following decades. Relativity doesn?t need ? and in fact can?t have ? a light-carrying medium like the aether.

Random Walks

Imagine a very drunk person ? a friend of yours ? who has just woken up, groggily, in the middle of a football field. He doesn?t remember what made him go to the football field in the first place, and he wants out. Your friend tries walking a little bit, worried that he might need a bit more of a nap first. But no ? success! His legs seem to work okay, and he commences his pondersome exit.

Instead of helping out your buddy, you decide to think about science for a while. From your vantage point in the stands, you notice? something interesting. Your friend seems to be so drunk that he can?t take two steps in a row in the same direction. (Hey, it?s happened to the best of us.) In fact, the direction of each step seems to be totally random: he has an equal probability of going north, south, east or west, or any direction in between.

A number of questions come to mind. (At least, they do if you happen to be a physicist.)? How long will it take your friend to get out? What is the probability that he will find himself back at his starting point? If the field is enclosed by a tall fence, with only one exit, how much longer will it take him to escape?

If you were to trace out the path he takes, the shape wouldn?t look like anything you?ve seen in math class. It looks more like the graph of a stock price, or the coastline of Norway, than the smooth parabolas of classical geometry. It is a jagged fractal that meanders around and crosses over itself before hitting the edge of the?field.

The drunken voyage that created this shape is an example of a ?random walk.? Random walks describe all kinds of phenomena in nature, economics and mathematics. The list of things which can be described or modeled using random walks is too long to include here, but notable entries include the distribution of genes in a population of animals,?the path of drug molecules in cancer cells, the process that misaligns the little magnets in MRI machines, and the amount of money you?re likely to lose in a game of roulette.

The Ultraviolet Catastrophe

At the beginning of the 20th century, British scientists Lord Raleigh and James Jeans tried to calculate what you should see when you look at a ?black body.? A black body is an idealization: an imaginary object that absorbs and emits light of all wavelengths perfectly. (?Wavelength? is, at least in this context, just a technical word for ?color.?) What black bodies look like isn?t just a theoretical question: some astronomical objects, like the sun, are quite close to perfect black bodies.

In particular, Raleigh and Jeans were interested in the ?blackbody spectrum?: how much of the emitted energy is stored as red light, how much as blue light, and so on. To solve the problem, they used two of the most venerable theories of 19th-century physics: James Clerk Maxwell?s theory of electromagnetism and Stefan Boltzmann?s theory of?statistical mechanics.

But when they did their calculation, there was a serious problem: the amount of energy stored in the short-wavelength part of the spectrum was?. infinite! This nonsensical result was such a big problem for physics that it was dubbed ?the ultraviolet catastrophe? (ultraviolet light being of the of short-wavelength variety.)

The solution to the paradox germinated from the work of Max Planck, a German physicist. Planck introduced the idea that light could not be emitted and absorbed in arbitrarily small amounts; rather it comes in discrete packets that are now called ?photons.? It works just like money: you can?t buy less than a penny?s worth of chocolate or dish soap, and an atom can?t absorb less than a photon of light. Armed with this assumption, Planck was able to calculate the blackbody spectrum without any infinities appearing.

At the time, Planck?s idea caused as many problems as it solved, because the assumption that light comes in such discrete packets completely contradicts Maxwell?s theory of electromagnetism. The ultraviolet catastrophe wasn?t resolved until the 1920?s, when a comprehensive theory of quantum mechanics was introduced. Quantum mechanics showed that the older, 19th century theories were incomplete. Amongst many other achievements, quantum mechanics allows for correct calculation of the blackbody spectrum.
