Yes, another concept from Bentley! Following their concept SUV the British car maker are headed to the Paris Motor Show with another, yet totally different concept.

The concept is expected to be the sportiest vehicle the brand has shown since the 1999 Bentley Hunaudi?res concept car which lead to the production of the Bugatti Veyron. Bentley however has not released any details on its new concept yet.

Bentley is currently working on returning to motorsports with reports saying that its new SUV will enter the Dakar rally. Although it contradicts with what the company?s CEO Durheimer said recently when he revealed that the Bentley SUV will not be an off-roader and could get a third-row of seating.

For now all we have to do is wait for the Paris Motor Show at end of September for the new surprise from Bentley.

Reunion with boat that crossed Atlantic ? alone

The "Queen Bee" boat that was lost in the Atlantic Ocean nearly four years ago returns to North Carolina after washing ashore in Spain. WITN's Dan Yesenosky reports.

Four years after a strong wave tossed them off their yellow fishing boat, Queen Bee, off the coast of Nantucket, Mass., Scott Douglas and his brother in law, Rich St. Pierre, climbed aboard again -- in a North Carolina parking lot.

In January, the U.S. Coast Guard called Douglas to tell him that the vessel, a 26-foot center console fishing boat made by Regulator, had washed up on the Spanish coast. It?was rusty and covered in barnacles, but intact. Almost six months later, the North Carolina boatmaker retrieved the Queen Bee and brought it back to Edenton, where Douglas and St. Pierre were finally reunited with it Tuesday.

"It?s difficult to put yourself back ? in that frame of mind, but getting on the boat was definitely emotional,? Douglas, 59, of Connecticut, told NBC News. ?I was on the boat, it was a near-death experience. You don?t get to relive those things too often and, in many ways actually, you don?t want to relive them.?

It was an overcast and windy August 2008 day, and the two men were out fishing. St. Pierre, 69, was at the helm, and the water was restless. Waves crashed into the boat, rocking it, and a rogue one knocked the two men into the water.

Douglas remembers thinking the water was not too cold.?"The only way I was going to survive was just to get started, not tread water," he told NBC News in January.?

The men made their way to shore, swimming more than one mile, and catching one last glimpse of the Queen Bee. It looked "pretty happy," rocking side to side, sailing away from its owner, Douglas said.

?I think she tried to do what she could do and then she decided to go on a trip,? he added. "We wish this boat could tell the story.?

Lt. Joe Klinker, a U.S. Coast Guard spokesman, told NBC News in January that the most likely scenario is that the boat somehow got out into the Gulf Stream.

The boat of a man who was tossed off his vessel in the waters off Nantucket more than three years ago has washed up in Spain. WNBC-TV's Katy Tur reports.

"From there it may drift north off the coast of northern Canada and then east with the North Atlantic currents," Klinker told NBC News.

Based on salvage law, the boat belonged to Spain, but it didn't want it. The Spanish government released it to the insurance company, which released it to Douglas, who, in turn, relinquished it to Regulator. Co-owner and President Joan Maxwell told NBC News she couldn't believe how good the boat's condition was.

"Unbelievable to think that a boat could survive in the Atlantic for three and a half years," she said.

"We have no clue what this boat encountered in the time frame that it was gone."

The seats still had their cushions, and the company was able to trade in the boat's batteries, Maxwell said. A nickel was found in the glove compartment. The port side looked as though it might have been hit, but with a new engine, the Queen Bee could sail again, Maxwell said.

U.S. Coast Guard

A boat that was lost at sea off the coast of Massachusetts in 2008 washed up on the coast of Spain more than three years later.

Regulator, which employs about 70 people and has been in business since 1988, plans to show off the boat at exhibits and shows this fall.

St. Pierre, who now lives in Nantucket and says he is nowhere near as comfortable on the water as he used to be, told NBC News he has written a draft of a children's book chronicling the imagined adventures of the Queen Bee.

"The story about the boat has captured everybody?s imagination. You can imagine just what must have happened to it in those three and a half years," he said.

This article points out one of the ways the development of these new technologies has altered the boundaries of copyright, specifically by enabling copyright holders to strategically expand the scope of protection through the strategic use of Digital Rights Management (hereinafter, DRM). After a brief overview of these technologies and their contribution to the development of online markets for copyrighted works, the article discusses the risks of using DRM as a means of stretching the legal protection conferred by Intellectual Property law.

As a potential solution to such problem, the article looks at the role of the courts and the approach embraced vis a vis specific cases of abuse of DRM in the copyright context. . . . The article then concludes recommending a two-fold approach to the assessment of the legality of such practices, where antitrust analysis and IP principles are intermingled, proposing a legal test to facilitate this complex assessment.

When mutuality is imbalanced, relational intimacy is elusive.

My thoughts and comments today are about ?real relationships.?

Success in life involves establishing mutually beneficial relationships. There will be associations that a person may seek out of their own sense of need or from their willingness to sacrifice to meet another?s need. But the relationships that endure and grow are those that become mutually beneficial ? something is given and something is received. Marriage may be the best illustration of this principle. Marriage will be neither satisfactory not successful unless both partners are giving generously and receiving gratefully. When mutuality is imbalanced, relational intimacy is elusive. In a measure, that principle is true in friendships, families, and work relationships as well.

But there is a vast difference between community and being in a crowd. Have you ever wondered why we are drawn to where the crowd is? A crowd can be a lonely place when you are a stranger there. People pack the same venues, sporting events, restaurants, and churches, looking for a place where they are not alone, looking for closeness that is never found in the crowd. You were created for community; by God?s design, meaningful community is the setting in which people thrive.

Soon after creation of Adam and as incentive to create Eve, Adam?s helpmate, God declared a truth that is repeated again and again in Scripture, ?It is not good that man should be alone.? Genesis 2:18 NKJV. After everything that God created and pronounced, ?very good,? God stated clearly that Adam?s relational aloneness was ?not good.? Adam had perfect surroundings, safety and security, ample provision, and meaningful responsibilities ? literally everything a person could want or need, except for the lack of companionship.

The Psalmist understood the same truth when he observed, ?God sets the solitary in families.? Psalm 68:6 NKJV. Solomon stated mutual benefits unequivocally, ?Two are better than one . . [one] who is alone . . has no one to help him.? Read Ecclesiastes 4:9-12 NKJV. And of course, the New Testament is replete with direction about ?one another? - ?love one another, serve one another, forgive one another, comfort one another, edify one another, hospitable to one another, submitting to one another, devoted to one another,? and many, many other such practical expressions of life in community. Salvation is to restore mutual and beneficial relationship with God first, and then with others. See 2 Corinthians 5:17-21 NLT.

Friendship is a valuable thing, a design of God Himself for the fullest realization of what He made each person to be and do. My shortcomings and under-achievements are my own doing, not the fault of others. The longer I have lived the more I realize the preponderance of credit goes to others for whatever good I have done and whatever good I have become. At the heart of every meaningful and mutually beneficial relationship, you find the fingerprints of God. When you are ready to be that kind of friend, God makes the proper introductions to have that kind of friends.

My prayer for you today is that you become the friend you wish others to be for you.

Links between nutrients, genes and cancer spread documented

ScienceDaily (Aug. 27, 2012) ? More than 40 plant-based compounds can turn on genes that slow the spread of cancer, according to a first-of-its-kind study by a Washington State University researcher.

Gary Meadows, WSU professor and associate dean for graduate education and scholarship in the College of Pharmacy, says he is encouraged by his findings because the spread of cancer is most often what makes the disease fatal. Moreover, says Meadows, diet, nutrients and plant-based chemicals appear to be opening many avenues of attack.

"We're always looking for a magic bullet," he says. "Well, there are lots of magic bullets out there in what we eat and associated with our lifestyle. We just need to take advantage of those. And they can work together."

Meadows started the study, recently published online in the journal Cancer and Metastasis Reviews, with some simple logic: Most research focuses on the prevention of cancer or the treatment of the original cancer tumor, but it's usually the cancer's spread to nearby organs that kills you. So rather than attack the tumor, said Meadows, let's control its spread, or metastasis.

He focused in particular on genes that suppress metastasis. As search engine terms go, it took him down many a wormhole in the PubMed research database, as the concept of nutrients and metastasis suppressor genes is rarely identified by journals. It's even an afterthought of some of the researchers who find the genes.

"People for the most part did not set out in their research goals to study metastasis suppressor genes," says Meadows. "It was just a gene that was among many other genes that they had looked at in their study."

But Meadows took the studies and looked to see when metastasis suppressor genes were on or off, even if original authors didn't make the connection. In the end, he documented dozens of substances affecting the metastasis suppressor genes of numerous cancers.

He saw substances like amino acids, vitamin D, ethanol, ginseng extract, the tomato carotenoid lycopene, the turmeric component curcumin, pomegranate juice, fish oil and others affecting gene expression in breast, colorectal, prostate, skin, lung and other cancers.

Typically, the substances acted epigenetically, which is to say they turned metastasis suppressor genes on or off.

"So these epigenetic mechanisms are influenced by what you eat," he says. "That may also be related to how the metastasis suppressor genes are being regulated. That's a very new area of research that has largely not been very well explored in terms of diet and nutrition."

Meadows says his study reinforces two concepts.

For one, he has a greater appreciation of the role of natural compounds in helping our bodies slow or stop the spread of cancer. The number of studies connecting nutrients and metastasis suppressor genes by accident suggests a need for more deliberate research into the genes.

"And many of these effects have not been followed up on," he says. "There's likely to be more compounds out there, more constituents, that people haven't even evaluated yet."

Meadows also sees these studies playing an important role in the shift from preventing cancer to living with it and keeping it from spreading.

"We've kind of focused on the cancer for a long time," he says. "More recently we've started to focus on the cancer in its environment. And the environment, your whole body as an environment, is really important in whether or not that cancer will spread."

Introduction

Recognition of prior learning (RPL) implies the formal acknowledgement of learning acquired in a non-formal context (usually coming from experience unrelated to an academic context). This process is generally seen as an important tool for progressing in the fields of lifelong learning and continuing education, two preeminent objectives of the Lisbon agenda. RPL is normally conducted by educational institutions or professional certification bodies. In the case of certifications issued by educational institutions, this process provides recognition of a certain academic level (according to a national qualifications framework) in view of two main objectives: increasing labour market recognition and/or enabling access to a higher level of studies.
Because of its potential role in the fields of employment and social promotion, RPL practices are politically sensitive and are normally part of an explicit political agenda which responds to national objectives. This political dimension must be taken into account by quality assurance agencies as a starting point in order to develop quality assurance criteria in this field. The answer to the question: what makes a sound RPL process? is fundamentally dependent on the pursued goals and cannot in any way be affronted from an exclusively technical perspective.
An ENQA break-out group session devoted to this subject within the workshop on Quality assurance and qualifications frameworks has enabled to confront different national realities and policies regarding RPL and, in consequence, different quality assurance roles and practices among the different QAA represented. In this paper, the French experience in the field of prior learning recognition, or in French terms, validation des acquis de l?exp?rience (VAE), is presented as a case study which enables to illustrate some important general issues. After analysing this case, the last section of this paper tries to reproduce the main issues raised during the discussion held at ENQA?s workshop break-out session on recognition of prior learning, and draw some conclusions as to the possible role of quality assurance agencies.
Recognition of prior learning in France (validation des acquis de l?exp?rience- VAE)
National context

RPL processes, as they are practiced today in France, were established by the 2002 Law on social modernization with the name of VAE (validation des acquis de l?exp?rience - Law n? 2002-73 du 17 janvier 2002 de modernisation sociale). This law establishes an individual right to the recognition of professional experience in the acquisition of an academic title or a diploma. This recognition device was established within the following context:
? The existence of a significant population sector with a low or inexistent graduation level (According to the 1995 INSEE (Institut National de la Statistique et des Etudes Economiques- National Institute for Statistics and Economic Studies) employment survey, four out of ten workers in France didn?t have any formal qualification at the time). Regardless of their individual competences, this population sector was not recognised by the French labour market, and their professional and social ascension was, in practice, very difficult.
? Initial qualifications play a stronger role in France than in other countries (Anglo-Saxon countries, for example) in reference to social hierarchy. Some authors talk about a ?French structural fondness for qualifications? (TRYBY, Emmanuel; Accreditation of prior experiential learning and the development of higher education; European journal of vocational training, N? 46- 2009/1-ISSN 1977-0219) or even about a ?French dictatorship of qualifications? (M?haut Philippe, Lecourt Anne-Juliette (2007) ; The accreditation of prior learning experience in France : A good start, to be continued ; Discussion paper). A 2005 study shows that over 73% of job offers in France, regardless of the age of the candidate, mention the number of years of study and the qualification required (in Great Britain, this rate goes down to 27% - Marchal Emmanuelle, Rieucau G?raldine (2003) ? Candidat de plus de 40 ans non dipl?m? ou d?butant s?abstenir ?, Connaissance de l?emploi n?11, CEE). Different studies also show that the possession of a diploma enables a quicker and more stable access to the job market in France. The fact of having a diploma has also an impact on the stability of the contract (with a much higher rate of indefinite contracts for graduates). Finally, the possession of an initial academic qualification plays, at least since Napoleonic times, an important symbolic role in the meritocratic France, where initial qualifications are one of the axes for social differentiation.
? A dual training system which establishes a sharp distinction between initial training and continuous and vocational education training (CVET). As an example, only around 1,5 % of continuous education actions in 1996 resulted in an academic title or diploma (again from the studies by the CEREQ).
The new VAE system established by the 2002 law tries to profit from the major role played by initial diplomas in France in order to attain two main objectives:
? Facilitate social promotion and secure career paths
? Build a bridge between the CVET system and the initial training system.
Brief description of the French VAE system

The VAE process enables an individual to get all or part of a certification (diploma or professional qualification certificate) based on his/her professional experience (salaried, non-salaried, or voluntary). This experience, which must be related to the intended certification, is validated by a panel. If the VAE process leads to an academic qualification, it is directly assessed and recognised by the higher education institution.
The diploma obtained has exactly the same validity as a diploma obtained by an ordinary study path. All diplomas, certificates, and professional qualifications are available through VAE. They are registered in a public registry (RNCP- National Register of Professional Certifications, http://www.rncp.cncp.gouv.fr/). Academic diplomas registered in RNCP cover a variety of levels, from secondary education to the masters level. All engineering degrees (masters level diplomas) are included by law in the RNCP and have thus the obligation of delivering their diplomas also through VAE.
The diagram below shows the main steps of the VAE process and the main actors involved. Several structures at the regional and national level have been put in place in order to provide general information on the procedure and to orientate candidates towards a suitable certification. Once the certification is chosen, a first check on the admissibility of the request (mainly the verification of the candidate having the three years of relevant experience required) is conducted. After passing the admissibility check, the candidate must prepare an application which will be finally examined by a mixed panel composed of academic and professional members. The panel may issue a full or a partial validation. In the latter case, the jury can propose the necessary pedagogical complements (courses, internships, and so on). There is no time limit for obtaining these additional competences.
The VAE process in engineering higher education in France: The role of CTI

The main mission of CTI is to conduct accreditation of engineering programmes in France. CTI supervises all paths for obtaining an engineering diploma, including VAE. All engineering institutions must include a specific section concerning VAE in their selfassessment report in view of programme accreditation (VAE procedures, number of accreditations issued, number of candidates, cost of the process, type of compensatory measures proposed, etc.).
CTI has developed a set of criteria regarding the way VAE procedures should be conducted. These criteria are gathered in the document R?f?rences et Orientations (References and Guidelines- available at www.cti-commission.fr). The quality criteria
applied are coherent with the political goals established at the national level. In consequence, the criteria have been developed under the assumption that VAE is basically a beneficial procedure, with a strong potential to boost employment and social advancement. Engineering institutions in France are sometimes accused of being elitists, and VAE is considered by CTI as one of the devices which can be employed to foster social diversity in this environment.
The legal obligation for all HEIs to establish VAE processes has also had some methodological benefits at the national level, in the sense that it has been a major driver to formalise the competence-based approach within French higher education institutions. Some engineering institutions in France are reluctant to deliver their diplomas through VAE, as they think that the educational value of the VAE is lower than a classical diploma and hence could degrade the value of their academic certificates. Being able to articulate a VAE procedure that ensures the same level of exigency as in the standard path is indeed a crucial issue for CTI.
At the other end of the spectrum, some higher education institutions could take this practice as a business opportunity. The fact that they can deliver a ?partial validation? followed by a recommendation on pedagogical complementary elements could encourage engineering institutions to use VAE in order to fill their continuous education programmes. CTI is aware of this potential conflict of interest and tries to be vigilant in order to prevent abuse.
As far as accreditation is concerned, CTI has tried to adopt a balanced position, which respects the specific policies of each institution with regards to VAE but, at the same time, tries to ensure a fair implementation of these recognition processes. The main accreditation criteria applied by CTI are:
? Certification: the diploma delivered must be strictly the same as that delivered through other learning paths.
? Professional outcomes of the programme: engineering institutions must adequately formalise the outcomes of their programmes in a way that they can serve the certification of professional competences. These descriptions must be made public and transmitted to the National Registry of Professional Certifications.
? Evaluation procedures and criteria: the procedures and evaluation criteria must be clear and public. They must guarantee an equitable treatment of all candidates.
The evaluation criteria should be at the same exigency level than the ones used to attribute the diploma through other paths.
? Information and guidance to the candidate: institutions must be transparent and provide sufficient information to possible VAE candidates. They must put in place (or offer) guidance and counselling to the candidates throughout the process.
? Accreditation panel: the VAE panel must include academic and professional members (other than the external lecturers of the programme). It must include some members from the jury that delivers the ordinary diploma in order to ensure a same exigency level, but other than that, the composition must be substantially different and adapted to understand the specific challenges of this track.
Conclusions

Recognition of prior learning is implemented at various levels and with various objectives in the different European countries. Whereas the RPL process in some countries (such as Ireland, Germany or the Netherlands) mainly
involves considering the learner?s prior formal or informal learning in order to gain entry to further study or to gain credit or exemption towards a degree, in other countries, such
as France, RPL is used as a major route to award an academic degree.
The case of France?s VAE is indeed an extreme case. VAE enables the acquisition of a complete academic degree through the exclusive validation of professional experience. The VAE legislation does not limit the number of certifications obtained by a particular person. In France, it is hence possible to get up to the master level without having any formal academic qualification. As an example, we can examine the case of a French citizen, who left school without his secondary education degree and was subsequently able to obtain 6 academic diplomas through VAE (including a bachelor in literary Arabic) up to the master level. This person is currently in charge of VAE processes at a prestigious engineering institution (http://orientactuel.centre-inffo.fr/Hassane-Akka-de-bac-3-a-bac-5-en.html).
The French approach to RPL raised some critical voices among QA colleagues during the ENQA workshop break-out group discussion. Whereas the break-out group participants could easily accept that one can arrive to the same level of professional competence through working experience as via an academic degree, it is more difficult to argue that this path could be equivalent in terms of methodological skills and analytic capacity. There is also an experiential dimension associated to formal higher education which definitely plays a role in building a competence profile.
The case of Hong Kong (http://www.hkqf.gov.hk/guie/HKQF_intro.asp) provides an example of how RPL processes can be established without mixing the notions of level and profile. In Hong Kong the recognition of professional competences is made by a number of specific agencies with close links to industry. Candidates obtain recognition of a certain academic level and the right to be admitted to a higher level of studies, but they do not obtain an academic degree.
However, the French VAE should be understood in the light of the French specific national context, namely a number of urgent structural problems which needed to be addressed in order to improve competitivity and social equity, and the special role played by initial qualifications.
RPL practices are indeed politically sensitive and highly dependent on the context. Agencies must explicitly assume this political dimension in order to define what role to play regarding RPL processes. The following questions should be posed:
? Is RPL an important issue in my specific national and political context? Is it being practiced at a significant level?
? Are there any risks of derive in the way HEIs are implementing these recognition processes?
Depending of the answer to these questions, the quality assurance agency may adopt a more or less active role. In the case of France, RPL practices are politically important and there are indeed certain risks - such as a general resistance of institutions to VAE; conflicts of interest to be avoided; and certain methodological aspects associated to the competences approaches - which justify, as we have seen, an active role from the national accreditation agency.

KANSAS CITY, Mo., Aug. 25 (UPI) -- Rookie Russell Wilson made a bid for Seattle's quarterback job Friday by throwing for two touchdowns and pacing the Seahawks past Kansas City 44-14.

Wilson completed 185 yards worth of passes in a starting role, completing 13-of-19 throws and running for 58 yards.

Matt Flynn, signed as a free agent, was rested due to a sore elbow and watched as Wilson tried to grab the job away from him.

Seattle's first three possessions ended with field goals from Steven Hauschka and Wilson then threw second-period touchdown passes of 21 yards to Kellen Winslow and 11 yards to Charly Martin.

China is set to be the number one international source of guests for Voyages? Ayers Rock Resort within three years as travellers from the world?s leading emerging market continue to descend on Australia?s red centre.

Speaking exclusively to HM at Ayers Rock Resort this week (Aug 21), Voyages Indigenous Tourism?s Executive General Manager of Sales, Marketing and Distribution, Ray Stone, said Tourism Australia?s recent extensive marketing efforts in China were having a strong effect on business.

?China is going up leaps and bounds and it will be our biggest international market in another year or two,? he said. ?Tourism Australia?s activity in China is really showing dividends.

Stone said China was one of several international markets currently performing well for the Northern Territory property, alongside North America, Japan and Italy.

?North America is up and Japan is coming back strong,? he said. ?The Italian market is also? coming back and forward bookings out of Europe are looking quite good [for the remainder of 2012 and into 2013].?

Stone said international markets now accounted for 47 per cent of Ayers Rock Resort?s business, with the remainder coming domestically.

He also said the average length of stay on the property at present was 2.2 nights and business across the board was solid.

?We have very strong business on the books for next year [2013],? he said.

Voyages is looking at an October completion for the new Uluru Meeting Place events centre, one that?s expected to be popular for weddings, and the extensive refurbishment of the Sails in the Desert Hotel ? including rooms and general areas, as well as the introduction of new restaurants, bars and an art gallery, all at the hands of fitout specialists ISIS ? which has come at a cost of AUD$30 million.

Further boosting its leisure market growth are the activity program enhancements, including the introduction of a range of free Indigenous guest experiences, as well as a well-priced $38 per person (and free for accompanying children under 15) star gazing adventure called Outback Sky Journeys.

UK newspapers steer clear of naked Harry photos

(AP) ? The prince has no clothes ? but British newspapers aren't running the pictures.

The country's scandal-loving tabloids devoted many pages Thursday to the story of Prince Harry's naked romp in a Las Vegas hotel suite. But all heeded a warning from royal officials that printing the images, already seen by millions on the Internet, would infringe on the prince's privacy.

So while Ireland's Evening Herald ran the stark-naked prince on its front page, British newspapers made do with pictures of holiday Harry in bathing trunks and fedora hat.

The Sun tabloid came up with the most creative solution, getting a staff member named Harry and a 21-year-old female intern to recreate the naked pose under the headline "Harry grabs the crown jewels."

Bob Satchwell, head of industry group the Society of Editors, said papers were merely complying with editors' voluntary Code of Practice, which declares "it is unacceptable to photograph individuals in private places without their consent."

But other media-watchers said a scandal that erupted a year ago over phone-hacking and other tabloid wrongdoing had tamed Britain's once-rambunctious press.

Newspapers were exposed to a trial of public opinion as Judge Brian Leveson's media ethics inquiry heard from celebrities, politicians and crime victims who said their lives had been turned upside down by press intrusion.

The scandal has killed one tabloid, the News of the World ? shut down by owner Rupert Murdoch after revelations about its illegal eavesdropping ? and tarnished the entire British media.

With the inquiry considering whether to impose stricter limits on press freedom, many feel the tabloids are staying away from kiss-and-tells and celebrity scoops that they once would have relished.

Neil Wallis, a former News of the World executive editor, said fallout from the hacking scandal had left newspapers "terrified of their own shadow."

"In this post-Leveson era ... they daren't do things that most of the country, if they saw it in the newspaper, would think 'that's a bit of a laugh,'" Wallis told the BBC.

While newspapers including The Sun and the Daily Mirror proclaimed that the naked photos had been "banned," that is not strictly true.

Several media organizations around the world ran the two naked photos of the prince, which are being sold, according to British media reports, for about 10,000 pounds ($16,000).

British outlets refrained, after receiving a warning Wednesday from palace officials.

Prince Harry's office confirmed it had contacted the Press Complaints Commission, an industry watchdog, which in turn advised newspapers not to publish the pictures.

Any paper that ran them risks being chastised by the commission, which can demand a newspaper publish an apology, but has no power to issue fines.

They could also potentially be open to an invasion-of-privacy lawsuit from the prince.

A letter to the watchdog from royal law firm Harbottle and Lewis warned that royal officials "entirely reserve their rights as to any future steps that they may take should publication take place."

Once, editors might have risked it, arguing that publishing the images was in the public interest because Harry is a public ? and publicly funded ? figure.

Satchwell acknowledged there was a risk Leveson's inquiry could chill press freedom. But he said newspapers were simply behaving responsibly over Harry.

"Of course freedom of the press is vitally, vitally important," he said. "But just because you can publish something doesn't mean that you should."

Norwegian gallery loses a Rembrandt in the mail

OSLO (Reuters) - A Norwegian art gallery lost a Rembrandt etching worth up to $8,600 in the mail after trying to save money on courier and insurance costs, the gallery's chief said on Thursday.

The Soli Brug Gallery in Greaaker, about 80 kilometers south of Oslo, purchased a copy of Rembrandt's 'Lieven Willemsz, van Coppenol, Writing-Master' made in around 1658 from a British dealer, only to have it lost in the Norwegian postal system.

"Using a courier or special insurance is quite expensive so we have used regular mail until now," Ole Derje, the gallery's chairman said.

"It is worth around 40,000 to 50,000 crowns ($6,900-$8,600)and the postal service is offering us compensation of 500-1,000 crowns."

Derje said his gallery, which is displaying works by D?rer, Rembrandt, Goya, Munch and Dali, received notice to pick up the package but when he went to collect it, it was nowhere to be found.

Derje declined to name the seller, citing confidentiality concerns.

"We are sorry that this has happened; we have advised him to use a more appropriate form of mail when sending items that are worth as much as this with the appropriate insurance connected," said Hilde Ebeltoft-Skaugrud, a spokesman for the postal service.

His smug smile fades as God snaps, ?You?re saying that sunlight, which I created to keep you alive, give you vitamin D and make you feel good, is deadly? And the millions of dollars you received from chemical sunscreen companies had nothing do with your blasphemy??

A bottle of SPF 1000 sunscreen materializes in the dermatologist?s hand. ?You?ll need that where you?re going,? God says.

The scene is part of a training video for tanning salon employees made by the International Smart Tan Network, an industry group.?FairWarning purchased the video from Smart Tan's website for $75.?

The tone is tongue-in-cheek but it?s part of a defiant campaign to defend the $4.9 billion industry against mounting evidence of its questionable business practices and the harm caused by tanning. And, in an extraordinary touch, it is portraying doctors and other health authorities as the true villains ? trying to counter a broad consensus among medical authorities that sunbed use increases the risk of skin cancer including melanoma, the most lethal form.


To sway public opinion, the industry is drawing on its vast network of outlets; there are more tanning salons in the U.S. than there are McDonald?s restaurants. Some salon operators are putting trainees through a ?D-Angel Empowerment Training? program that uses the video. It is intended to give employees talking points to use outside the salon to argue that tanning is a good source of vitamin D, and thus a bulwark against all manner of illness, including breast cancer, heart disease and autism.

The industry has also gone on the offensive with tactics that appear cribbed from Big Tobacco?s playbook to undermine scientific research and fund advocacy groups serving the industry?s interests.

Central to the industry?s message is the idea that tanning?s critics -- such as dermatologists, sunscreen manufacturers and even charities like the American Cancer Society -- are part of a profit-driven conspiracy. These critics are described as a ?Sun Scare industry? that aims to frighten the public into avoiding all exposure to ultraviolet light. The tanning industry blames this group for causing what it calls a deadly epidemic of vitamin D deficiency, and tries to position itself as a more trustworthy source of information on tanning?s health effects.

What tanning?s proponents rarely point out is that the notion of a vitamin D epidemic is disputed, and that even if you need more of the vitamin, you can safely and easily get it from dietary supplements and certain foods.

Even as they themselves use techniques cigarette companies pioneered, some in the tanning industry compare the Sun Scare group to the tobacco industry. ?The Sun Scare people are just like Big Tobacco, lying for money and killing people,? Joseph Levy, executive director of Smart Tan, said in the D-Angel video.

Feeling the heat
The indoor tanning industry?s image has taken a beating since 2009, when the International Agency for Research on Cancer designated UV-emitting tanning devices as carcinogenic. The American Academy of Pediatrics and American Academy of Dermatology urge minors not to use sunbeds.

California and Vermont prohibit youths under 18 from tanning indoors, and New York this month imposed a ban for those under 17. Thirty-three states regulate teen tanning to a lesser extent, according to the research firm IBISWorld.

'I feel weird and pale': 'Tan mom' reveals new tan-free look

The Federal Trade Commission and Texas Attorney General have tried to rein in marketing messages that misrepresent tanning?s risks. The Texas lawsuit is pending, but the FTC reached a settlement with the industry?s largest trade group, the Indoor Tanning Association, in 2010.

Still, misleading messages continue to be the norm, Democrats on the House Energy and Commerce Committee reported in February. Undercover investigators phoned 300 salons and found 90 percent of the employees they spoke with said tanning did not pose a health risk. What?s more, 51 percent denied sunbeds increase cancer risk. Industry groups say the questions were posed in a leading way and that investigators would have been more fully informed of risks had they visited salons in person.

Despite the bad press, the indoor tanning industry is holding steady. It showed slow but continued growth over the last three years, and revenues are expected to edge up to $5 billion by 2017, according to IBISWorld. White women ages 18-21 are the leading customers: 32 percent of them tanned indoors in 2010, including 44 percent in the Midwest, according to the Centers for Disease Control and Prevention. An estimated 28 million Americans tan indoors each year.

The changing demographics of melanoma
At an age when most feel invincible, 25-year-old Chelsea Price of Roanoke, Va., lives life in three-month increments. In January 2011, she was diagnosed with Stage III malignant melanoma.

Price?s first reaction was giggles. Her doctor, a kidder, had seemed unconcerned about the mole he?d removed, even reassuring her that he did it just to be safe. ?I wish I was joking,? he said when he delivered the news.

After two invasive surgeries, Price shows no sign of melanoma today. But Stage III melanoma has a high rate of recurrence, so Price has a skin exam, CT scan and blood tests every three months to make sure she?s still cancer-free. ?It dictates my life.?

Like many melanoma patients, Price is young, female and a former indoor tanner though it?s impossible to say with certainty whether the time she spent in sunbeds caused her illness. Price tanned indoors for just a couple of months each year and she never sunburned, ?I am the person who did it safely and in moderation, but yet I?m here,? Price said.

Price is hardly alone. Skin cancer is the most common cancer in the U.S. and diagnoses of melanoma, though still rare, have increased steeply over the last 40 years. Melanoma among white women ages 15-39 has shown a particularly striking rise, up 50 percent from 1980 to 2004, according to the National Cancer Institute.

The typical melanoma patient has changed in a generation, says Dr. Bruce Brod, associate professor of dermatology at the University of Pennsylvania. Twenty years ago, Brod?s melanoma patients were mainly middle-aged men. Today, he treats mostly young women for the cancer. ?I think that?s thanks to the tanning salons,? Brod said.

Misleading messages
To neutralize its critics, the Indoor Tanning Association mounted an ad campaign in 2008 that claimed there were no compelling links between tanning and melanoma. It also praised UV light as a good source of disease-fighting vitamin D. The campaign?s architect was Richard Berman, the public relations executive whose work to defend the alcohol industry, and discredit unions and Mothers Against Drunk Driving, earned him the nickname ?Dr. Evil? among his critics.

The FTC accused the tanning association of making false claims. The result was a 2010 settlement barring the group from making misleading statements or unfounded health claims. Advertisements suggesting that tanning improves health by providing vitamin D also sparked the Texas case against Darque Tan, a chain with more than 100 salons.

Yet the threat of sanctions has had a limited impact. Some even say the FTC agreement gave the Indoor Tanning Association carte blanche to make any vitamin D health claims it wants, as long as it displays a disclaimer. ?The FTC suit was a triumph,? Robbie Segler, president of Darque Tan, wrote on the online industry forum TanToday in 2011.

The focus on vitamin D shifts the debate from tanning?s risks to its potential health benefits in a manner reminiscent of early tobacco marketing, said David Jones, a dermatologist in Newton, Mass. He co-authored a 2010 paper comparing tobacco and tanning advertising that found that cigarette makers once portrayed their products as healthy. ?The tanning industry is doing the same thing,? he said.

Vitamin D plays a widely acknowledged role in bone health and immune function, but evidence that vitamin D prevents cancer is inconclusive. The National Cancer Institute says there is evidence that the vitamin may reduce risk of one cancer, colorectal cancer, but even those results are inconsistent.

Sowing doubt
Taking another page from the tobacco playbook, the tanning industry attacks research linking sunbeds to cancer. Industry leaders insist the relationship between melanoma and UV exposure is not well-understood. But DeAnn Lazovich, a cancer epidemiologist at the University of Minnesota, says the latest research ?provides even stronger evidence? that UV light from sunbeds is carcinogenic.

The industry also takes aim at its critics? integrity. The D-Angel video, using vintage cigarette ads that featured doctors, tries to portray the medical profession in general as having shilled for the tobacco industry. While the American Medical Association pocketed industry money, and some tobacco companies claimed that doctors endorsed their brands, Levy makes the dubious assertion that the medical profession broadly endorsed smoking as healthful. He contends that physicians continue to endanger public health in the interest of profit. ?It?s no longer tobacco that they're selling,? Levy says in the video. ?Today, it's chemical sunscreen and (an) anti-UV message designed to tell you that any UV exposure is bad for you. It?s the same thing as doctors being arm-in-arm with Big Tobacco.?

Levy is a pivotal figure in defending the tanning industry. While a vice president of Smart Tan, he also served as an officer of two non-profit vitamin D advocacy groups ? The Vitamin D Foundation and the Vitamin D Alliance ? and was the executive director of a the Vitamin D Society, a Canadian group.

Yet the close ties between the tanning industry and the web of nonprofit groups that promote the health benefits of Vitamin D often are not readily apparent. The website for the Vitamin D Foundation, for example, discloses no industry affiliation, though tax documents reveal that their top personnel were all people in the business. In addition to Levy, they include the CEO of Beach Bum Tanning, a chain with 53 salons, and the president of the Joint Canadian Tanning Association, who also owns a large chain of salons.

These groups funnel money to vitamin D researchers and organizations that reinforce the industry?s claims about the vitamin?s health benefits. One such organization is the Breast Cancer Natural Prevention Foundation, which promotes vitamin D for breast cancer prevention. The founders include Dr. Sandra K. Russell, an obstetrician-gynecologist who appeared in advertisements for Smart Tan wearing her lab coat and a stethoscope.

Superman v. Clark Kent
In promoting the health benefits of UV-induced vitamin D, the tanning industry must tread carefully ? after all, health claims were central to the FTC complaint, the Texas Attorney General?s case and the congressional report that blasted the industry. But the FTC cannot police what salon employees say when they are off the clock, and the D-Angel training program takes advantage of that.

In the training video, Levy is explicit about what employees can say at work and what they should say only on their own time. He encourages the D-Angels to follow what he calls the ?Clark Kent/Superman? model. At the salon, employees should be Clark Kents who refrain from making health claims about vitamin D. Beyond salon walls, however, he urges employees to be superheroes who expose the lies about tanning and vitamin D. ?Outside the salon, you can be a D-Angel,? Levy says. ?You can promote a message to your friends and neighbors that the Sun Scare people are just like Big Tobacco, lying for money and killing people.?

But the reality for salon employees is more complex, says Lisa Graubard, a 15-year industry veteran who managed three salons on the New Jersey shore. Graubard, who lives in Lakewood, N.J., is not anti-tanning but says salon employees need better training. ?There are definitely salons in the industry that are like, ?We?re not going to use the c-word,?? she said, referring to the cancer risk.

Graubard acknowledged that some of her own customers kept tanning even after developing skin cancer. One man, she recalled, came to tan still bandaged from melanoma surgery. Graubard left the business after years of tanning left her face discolored.

The clientele at Graubard?s salon grew increasingly younger; eventually girls as young as 14 were begging to tan without the legally required permission slips. She said she would say no, but a chain salon down the street was known to turn a blind eye to the rules. ?Consent? It was like a joke,? she said.

Meghan Rothschild, a self-described ?splotchy white girl? from Northampton, Mass., says tanning gave her a confidence boost that she still misses today, eight years after being diagnosed with melanoma at age 20. She was angry with herself when she got the news, ?The only thing I could think of is, ?You did this to yourself, you idiot.??

Today, Rothschild blames an industry she says downplays tanning?s risks, along with inadequate regulations that leave the decision of whether to tan up to youth who don?t always understand the consequences.

Schools teach kids to avoid alcohol and tobacco, Rothschild said. ?But the kids aren?t smoking anymore. They are using tanning beds. The tanning booth is going to be the cigarette of our generation.?
