With all the talk and conspiracies about the world ending, it probably doesn?t help that there is another film about aliens invading Earth and taking over. The Watch exceeds expectations and proves to be one wild adventure filled with thrills and laughs. It is sure to entertain.

Ben Stiller plays Evan, a stereotypical suburban husband living in Ohio, who forms a neighborhood watch group after his friend is grotesquely murdered. After his initial recruiting campaign, he is soon joined by Bob (Vince Vaughn), a suburban father who is trying to monitor his teenage daughter?s dating life; Franklin (Jonah Hill), a police force reject with emotional problems; and Jamarcus (Richard Ayoade), who is just tagging along.

At first, the neighborhood watch is an excuse for the four guys to escape from their quiet suburban lives. But when they discover that there is an alien invasion about to happen, which would destroy the entire planet, the four decide to save their neighborhood?and the world.

The screenplay of this R-rated sci-fi comedy was co-written by Seth Rogen, Jared Stern, and Evan Goldberg. While the plotline isn?t the most original, it thankfully doesn?t fall into clich?s or rely on slapstick humor.

The best and most commendable qualities of the film are the dynamic performances by the core four actors. None of them is overshadowed by the others, and they bring their own best comedic chops to their respective roles.

Stiller fits right in as an uptight, rule-abiding citizen. Vaughn nails it as an adventurous father struggling to stay connected to his daughter, and he carries a strong comedic presence. Hill channels more of a serious bad-boy as Franklin, and Ayoade is quirky but doesn?t need to say much to make the audience laugh.

Appearances by other familiar faces of comedy, including Will Forte and Andy Samberg, definitely bring more entertaining moments to the film.

Director Akiva Schaffer delivers the perfect balance of story, drama, humor, and science fiction. The Watch is not only hilarious but also unexpectedly cleverly written?aside from its bawdy content?and will delight a broader audience than it probably initially targeted.

Ways to Improve Energy Efficiency











While it is possible to improve a home's energy efficiency in any climate, the predominant weather in an area has an impact on which efficiency measures will be the most valuable. For example, in especially cold areas such as Juneau or especially hot areas such as Phoenix replacement windows can cause a marked change in the cost of heating or cooling a house, whereas the impact of new windows in a more moderate climate will be less.

Any time you set out to improve your home's energy efficiency there are three dynamics to keep in mind. First, generating energy at your home from a clean source is far more efficient. Second, lighting your home more efficiently cuts down on energy consumption. Third, heating and cooling your home more efficiently is often the single most important area of overall efficiency.

The climate that you live in will, to a great degree, dictate your ability to generate power on your property. Those who live in a rainy climate, for example, won't benefit from solar panels the way that those who live in a sunny climate will. And it's pointless to install a windmill where there isn't any wind. But if you can generate power it's a good idea to do so: energy burns off in wires, so the shorter the distance is between production and plug the better.

One exception is a geothermal well, which generates power based on the exchange of heat between one end of a rod that is sunk deep into the ground and the other end of the rod, which is exposed. The temperature below the ground is fifty-six degrees Fahrenheit all the time, so any time the temperature above the ground is different (higher or lower) a geothermal well can generate electricity.

But producing power is only one way to increase efficiency. Reducing your home's consumption of power is just as important, and one of the most significant consumers of power is lighting. This can be changed by switching high efficiency light bulbs for the standard ones or by correcting bad habits. Simply turning the lights off when you leave a room can save a lot of electricity and substantially improve efficiency.

Beyond these simple fixes, it is possible to improve the way you light your home by making better use of natural light. In older homes that tend to have smaller windows, you can make a significant change by increasing the size and quantity of those windows. Even without structural changes, using mirrors to reflect (and reuse) natural light can greatly reduce your reliance on artificial lights powered by electricity.

Most people spend the most money on heating and cooling their homes, which means that heating and cooling use the most power. This can be mitigated by installing newer, more efficient equipment, as well as by improving the insulation of your home to bring it up to today's construction standards. The better insulated a home is, the less affected it is by the temperature outside.

In addition to re-insulating the home, replacing windows can demonstrably improve efficiency. The value of new windows has been well enough established that in hot places like Los Angeles and Phoenix replacement windows qualify for rebates from most utilities. Replacing the windows creates a good (and often subsidized) opportunity to expand the size of windows wherever possible, increasing the amount of natural light available inside the home.

Top Venezuelan embassy official killed in Kenya

NAIROBI (Reuters) - The head of Venezuela's embassy in Kenya was murdered at her official residence in the capital, police and foreign affairs ministry officials said on Friday.

Police said they believed the charge d'affaires, Olga Fonseca, was strangled to death in the white mansion surrounded by tropical trees and an electric fence in the exclusive Runda neighborhood.

"We received reports that she was found dead in the house on her bed. What we have seen is that she has been strangled," Anthony Kibuchi, Nairobi area police commander, told reporters outside Fonseca's residence.

She started her job on July 15, the ministry of foreign affairs said.

Venezuelan embassy officials in Kenya were unavailable to comment.

(AP) ? Mitt Romney says that if he paid more taxes than were required, he wouldn't be qualified to be president.

The U.S. presidential candidate tells ABC News that American voters expect candidates to pay "only what the tax code requires." He says he hasn't calculated what percentage of his income was paid in taxes but says that he's been audited.

Romney's vast personal wealth has been an issue in the campaign.

Democrats have criticized him for paying only 13.9 percent of his income in taxes during the one year his taxes have been made public.

Romney says he will release an additional year of returns before Election Day. That has left some questioning whether Romney pays a smaller share than other Americans.

"My Future Hong Kong" drawing competition award presentation ...

More than 3,000 members of the public as well as primary and secondary school students participated in the ?My Future Hong Kong? drawing competition organised by the Planning Department and City Gallery, and supported by the Hong Kong Society for Education in Art, to illustrate their vision of the future through painting.

The award presentation ceremony, in which 48 participants and 2 schools received awards, was held at the City Gallery in Central today (July 28).

Officiating at the ceremony, the Director of Planning, Mr Jimmy Leung, said he was encouraged by the fervent response to the competition.

?The drawing competition is intended to encourage the public to illustrate their ?dream homeland? and the future of the city using imagination and creativity, so as to share their vision of Hong Kong as the ideal place to live,? Mr Leung said.

The competition comprised three sections, namely the primary school section, secondary school section and open section, with the respective themes of ?My Dream Homeland?, ?Ideal Green City? and ?Impressive Hong Kong?. A champion and 15 outstanding awards were selected for each section. Awards for active participation were also given to the primary and secondary schools with the highest number of submissions.

The winning entries will be exhibited in the City Gallery from August to mid-September.

Located at 3 Edinburgh Place, Central, the City Gallery will be officially opened in the latter half of August. It will be the first permanent planning and infrastructure gallery in Hong Kong. Occupying five storeys with a floor area of more than 3,200 square metres, the gallery will offer a host of interactive exhibits to showcase the uniqueness of Hong Kong past and future, as well as share with the public the vision for city planning and infrastructure projects.

Brain response to emotion altered in BD youth | Mental Health Hub

Results from a US study show that adolescents with bipolar disorder (BD) have altered activation in certain brain regions in response to facial expressions of emotion.

Furthermore, the researchers found that adolescents with the mood disorder exhibited problems processing and/or disengaging attention from facial expressions of emotion compared with their mentally healthy peers.

The findings come from a study of 20 euthymic adolescents with BD who were aged 9-17 years and had a family history of the mood disorder and 21 mentally healthy adolescents without such a family history. There were no significant between-group differences regarding mean age, gender distribution, or IQ.

All of the participants underwent functional magnetic resonance imaging of the brain while viewing happy, sad, or neutral facial expressions.

Overall, there were no significant differences between adolescents with BD and controls regarding task performance, although BD patients showed a trend for reduced accuracy when identifying the gender of the happy and sad faces.

However, adolescents with BD exhibited significantly reduced activation in the dorsolateral prefrontal cortex and significantly increased amygdala/hippocampal activation while viewing facial expressions of emotion compared with controls.

Furthermore, adolescents with BD showed increasing levels of activation in the superior temporal sulcus/insula and visual cortex between the early and late phases of exposure to each block of facial expressions.

By contrast, activation in these areas fell slightly among controls between the early and late phases of exposure.

This suggests that mentally healthy individuals efficiently process emotional faces and then decrease allocation of neural resources, whereas BD patients have a gradually increasing response to faces, ?possibly reflecting difficulty processing emotional facial expressions,? comment Amy Garrett (Stanford University School of Medicine, California) and team.

They conclude in the Journal of the American Academy of Child and Adolescent Psychiatry: ?Our findings support models of deficient prefrontal and excessive amygdala activation in patients with BD compared with healthy controls, and add new information suggesting that youth with BD have aberrant timing of superior temporal sulcus and visual cortical activation to facial expressions.?

Phase transitions between different states of matter can be associated with a specific type of excitation called the "Higgs excitation". This phenomenon has now been ob-served in a two-dimensional quantum gas at temperatures near absolute zero.

In physics spontaneous symmetry breaking is a fundamental feature of transitions between different states of matter. An example of this phenomenon is the abrupt alignment of spin orientation in a ferromagnetic substance when the material is cooled below the so-called Curie temperature. Phase transitions introduce a new degree of order into the system, which may in turn provoke a specific type of excitation that causes the ensemble of particles to behave in a coordinated fashion. If their collective motion conforms to rules akin to those of the theory of relativity, a so-called Higgs excitation may arise.

Tracking transient excitations

The Higgs excitation plays a key role in the Standard Model of Particle Physics, where it is associated with the famous Higgs boson. But Higgs excitations can also develop in solid-state-like systems. The problem is that, as in particle physics, they are difficult to detect ex-perimentally because they rapidly decay. Higgs excitations are expected to have particularly short lifetimes in low-dimensional atomic systems. Indeed, some physicists have doubted whether they could be observed in such systems at all.

An unpredictable phenomenon

A team of researchers led by Professor Immanuel Bloch, LMU physicist and a Director at the Max-Planck-Institute of Quantum Optics, in close collaboration with theorists at several American institutions, has now experimentally detected Higgs excitations in low-dimensional systems for the first time. For the experiments, they used an ultracold two-dimensional gas made up of rubidium atoms. This system is in the vicinity of a phase transition, in a state that behaves in accordance with relativistic field theories.

"We are excited to study phenomena close to absolute zero temperature that usually occur at the highest energies", says Bloch. Furthermore, the observations allow the researchers to characterize a phenomenon that is, as yet, not fully understood theoretically. This makes the new data still more valuable. But Higgs excitations can also develop in solid-state-like systems. The problem is that, as in particle physics, they are difficult to detect ex-perimentally because they rapidly decay. Higgs excitations are expected to have particularly short lifetimes in low-dimensional atomic systems. Indeed, some physicists have doubted whether they could be observed in such systems at all.

An unpredictable phenomenon

A team of researchers led by Professor Immanuel Bloch, LMU physicist and a Director at the Max-Planck-Institute of Quantum Optics, in close collaboration with theorists at several American institutions, has now experimentally detected Higgs excitations in low-dimensional systems for the first time. For the experiments, they used an ultracold two-dimensional gas made up of rubidium atoms. This system is in the vicinity of a phase transition, in a state that behaves in accordance with relativistic field theories.

"We are excited to study phenomena close to absolute zero temperature that usually occur at the highest energies", says Bloch. Furthermore, the observations allow the researchers to characterize a phenomenon that is, as yet, not fully understood theoretically. This makes the new data still more valuable. A Game Plan for Renewal: The Demise of ... - eJewish Philanthropy

Why are so many religious, political, fraternal and social movements in decline or facing major economic and political challenges? The declining numbers associated with these institutions and movements are indeed striking(1):

  • Unions lost 612,000 members in 2010, dropping the unionized share of the work force to 11.9 percent from 12.3 percent in 2009. That follows a loss of 771,000 workers in 2008, continuing a steady decline from the 1950s when more than a third of American workers belonged to unions.
  • Lions International membership dropped from 1.45 million in 1995 to 1.3 million within ten years.
  • Kiwanis membership has dropped by 20,000 since the early 1990s.
  • Rotary membership in the United States dropped from its peak of 445,434 in 1996 to 375,914 in 2007.

When studying the religious sector, the numbers reflect a similar pattern. The percentage of people who call themselves ?Christian? has dropped more than 11% in a generation.?(2) The numbers are significant and are represented across the board as evidenced by these figures: the National Council of Churches (NCC) where in the 1960?s there were more than 400 staff persons engaged by this agency, today fewer than 20 are employed. Churches Uniting in Christ, a network of primarily African American churches that was initially formed in the 1960s, was forced to close its doors in 2010. Among the church bodies reporting membership losses in 2010 were the Presbyterian Church (USA), down 3.28 percent to 2,941,412; American Baptist Churches in the USA, down 2 percent to 1,358,351; and the Evangelical Lutheran Church in America, down 1.92 percent to 4,709,956 members. Membership in the Southern Baptist Convention declined for the fifth straight year in 2011, falling under 16 million for the first time since 2000.(3)

So, why is this happening? Among membership groups, a number of issues seem to be in play:

  • Individuals and families have fewer discretionary dollars or flexible hours.
  • There is a marked decline in ideologically-based social movements.
  • Life-long loyalty to traditional institutional relationships has given way to a growing investment in single-issue causes and more short-term commitments to specific social causes.
  • In today?s marketplace there are multiple options with regard to affiliation and participation.
  • The general loss of trust and confidence in national institutions and movements.
  • Social networks have replaced traditional membership and affiliation patterns.
  • Younger folks have far less interest in and loyalty to the institutions of their parents? generation.
  • Consumerism (namely: ?how can I benefit??) is driving institutional affiliation patterns and the corresponding notion of ?membership? is seen as an anathema.

There are significant consequences for this society as a result of these social changes. In his book, Bowling Alone, Robert Putnam reports on this phenomenon, identifying a fundamental decline in civic engagement that began over forty years ago. Pamela Paxton of the University of Texas has suggested that ?There is a lot of evidence that democracy is based on having citizens connected with one another. That gives us a conception of the public good, common identity and a sense of responsibility as a nation and as citizens.? Any decline is seen as ?potentially detrimental to democracy?.(4)

What Internal Factors Contribute to Movement Failure?

A number of factors can be attributed to the ?failure? or demise of our national religious and social movements. Several of the core elements associated with this transformation have been identified in the literature:(5)

  • The passion of the movement?s founders gives way to a leadership style marked by conservative action and the absence of innovation.
  • Followers no longer want to change society as much as they desire a ?better deal?.
  • Bureaucracy and administrative practice trump vision and ideology.
  • Changing ?environmental? features (demography and social practices) alter the impact and vitality of a movement.

What are some of the specific factors today that impact social and religious movements and umbrella organizational systems? The research in this area offers some seven elements:

Decline of Ideology: There has been a significant unraveling of support for and interest in movement-based organizations. In an age of heightened partisan behavior, ideological-driven institutions are increasingly facing new challenges. As referenced earlier, religious organizations in particular are confronting an array of institutional pressures including the loss of members, policy conflicts over doctrine and practice, and leadership tensions.

Return to Localism: There is a growing evidence of a renewed interest in support for local services in lieu of sending core membership dues and affiliation funds to operate national systems.

Impact of the Economic Crisis: During periods of economic stress, local affiliates were unable or unwilling to sustain their levels of commitment to their parent or national governing units. Correspondingly, national systems faced with declining resources were forced to downsize their service delivery options and curtail national programs.

Distrust of Governance Systems: As noted above, the growing distrust of bureaucracies parallels the loss of confidence in the federal government and other national systems. This distrust has further undermined the ability of umbrella institutions to justify their expenses and to garner broad-based support.

Changing Needs of Constituencies: As local institutions and their membership base are experiencing a rapid change in the types of services and resources required to manage their operations, community-based groups have reduced their support to their national organizations in favor of securing assistance from other types of management and organizational service centers. In this economy, churches, synagogues, unions, schools and other local institutions can readily gain access to consultants, resource materials, and governance information from an array of nonprofit specialty centers who can package their services to meet the particular needs of clients.

Direct Access: Traditionally, national umbrella systems represented collectively the interests of their local constituencies. In a boutique market setting, local communities wish to package and deliver their information and services directly to national or international recipients by-passing their parent organizations.

New Competitive Environment: The 2012 Jewish Futures Conference publicity may best summarize the challenge today that is coming from the outside:

?In the 21st century, the landscape of Jewish life is shifting. Loyalty to institutions in the form of membership, affiliation, and financial support appears to be declining. At the same time, new forms of connecting and new modalities of social action are proliferating thanks to technology-driven platforms like Facebook, Twitter, and a host of others. We live much of our lives now ?in the cloud,? a fluid space where we have access to people and ideas that transcends geographical and other boundaries. For a growing number of people, especially younger people, purposeful collaboration and forging intimate relationships no longer depend on joining or supporting institutions.?(6)

Religious Movements: Analyzing Specific Factors

Within the religious sector there appear to be other specific factors in play. Observers have attributed the accelerated membership decline of some religious movements to ?an increasing secularization of American postmodern society, and its disproportionate impact on liberal religious groups.?(7) Another core factor in understanding the weakening of support for Baylor University Professor Thomas S. Kidd suggests that ?politicized faith is a key historic ingredient in denominational decline.?(8)

Indiana University Center on Philanthropy last month reported that individual Americans gave nearly $218 billion last year, $96 billion of which went to religious organizations. Yet, this study noted that the proportion of charitable donations going to religious groups has been falling steadily for decades. ?While charitable donations from individuals rose nearly 4 percent overall in 2011, according to the annual ?Giving USA? report, donations to houses of worship and other religious bodies dropped by 1.7 percent ? a decrease for the second year in a row.?(9)

In analyzing this data, officials at the Center reported that ?increased competition from a proliferating number of non-religious organizations, a decrease in church attendance, and a general lack of sophistication within religious institutions regarding fundraising? represented specific factors that might be contributing to this decline.(10) Mainline Protestant movements have for years been grappled with theological differences, leadership struggles, and financial challenges. Experts on religious movements have suggested that a number of these bodies were constructed around ?slow-moving bureaucracies that need to find a way to stay nimble in the 21st century?.(11)

This declining confidence is not unique to religion. Americans are less confident in the leaders of many kinds of institutions than they were in the 1970s. Still, confidence in religious leaders has declined faster than confidence in the leaders of other institutions. Between 1973 and 1983, 35 percent of people, on average, expressed a great deal of confidence in the leaders of religious organizations, compared with only 29 percent, on average, expressing a great deal of confidence across all of the other institutions about which they were asked12. Between 1998 and 2008, only 25 percent expressed a great deal of confidence in religious organizations ? the same percentage expressing a great deal of confidence, on average, in other kinds of institutions. In the 1970s, religious leaders inspired somewhat greater public confidence than did leaders of other institutions, but their relative position has since declined. People now express as low a degree of confidence in religious leaders as they do, on average, in leaders of other major institutions.(13)

According to this same study, careers in religious leadership are seen as less attractive than in the past, especially among young people. About 1 percent (10 in 1,000) of college freshmen expected to become clergy in the 1960s, declining to 0.3 percent (3 in 1,000) in the late 1980s, and remaining at about that level since then. The level of interest in a religious career among today?s college freshmen is less than half what it was in 1970.(14)

Implications for American Judaism:

Jack Wertheimer?s Commentary article, ?Whatever Happened to the Jewish People? suggests the following:(15)

?It is not just that, at the moment, no large-scale crisis seems to engage the American Jewish psyche. Rather, something vital in that psyche has changed. Mounting evidence now attests to a weakened identification among American Jews with their fellow Jews abroad, as well as a waning sense of communal responsibility at home. The once-forceful claims of Jewish ?peoplehood? have lost their power to compel.?

Sociologist Herbert Gans asserted that ethnic identity was understood to be ?symbolic.? In his work Gans suggested that over time ethnic engagement has been trumped by competing values and alternative options:

??they refrain from ethnic behavior that requires an arduous or time-consuming commitment either to a culture that must be practiced constantly, or to organizations that demand active membership. Second, because people?s concern is with [personal] identity rather than with cultural practices or group relationships, they are free to look for ways of expressing that identity which suits them best, thus opening up the possibility of voluntary, diverse, or individualistic ethnicity.?(16)

A possible contemporary case example might be Conservative Judaism. While not the only movement experiencing serious institutional and structural challenges, United Synagogue for Conservative Judaism has begun to revisit ideological and programmatic implications associated with its current demographic realities through the implementation of a new strategy plan.(17)

The actions undertaken by this movement were prompted by these stark demographic realities:

?Conservative Judaism?s membership rolls are in free fall. According to a strategic plan for renewal ? by the denomination?s congregational arm, the number of families served by synagogues belonging to what was once American Judaism?s leading stream has shrunk 14% since 2001. In the denomination?s Northeast region, the number of families has dropped by 30%.?(18)

Building a Movement Game Plan:

Movements operate four stages: emergence, coalescence, bureaucratization, and decline.(19) Today, most movements, whether religious, political or social, can be classified in the third phase or bureaucratic element, to some degree mobilizing, celebrating, and administering the core elements of their founders. As movements are dynamic they either need to reassert their core mandate or to reinvent their purpose in order to flourish and grow. No movement can position itself for very long period within the bureaucratic arena, as it is subject to institutional malaise.

There are today significant opportunities for social and religious systems to regain their status and impact. Below is a ten point plan of action:

  1. Focus on Leadership: Great movements are marked by the production of a new generation of leaders, who can not only fulfill the vision of their founders but build upon these initial dreams. To be successful movements require the continuous introduction of leaders who can bring inspiration and direction to the organizing process.
  2. Strengthen the Core: Movement leaders must create the infrastructural elements necessary to support the social enterprise: human and financial resources are essential for sustainability.
  3. Remember all Politics is Local: Movements are only as strong as their community-base, so concentrate resources and energy in strengthening the core.
  4. Create Centers of Learning and Action: The transfer of ideas must be sustained and there needs to be ?sacred? sites dedicated to the tasks of training and learning about the mission and vision of the movement.
  5. Build a Virtual Presence: There needs to be a conscious decision to promote the movement and its message in order to brand its identity and preserve and ultimately expand its market share.
  6. Honor the Movement?s History: Movements need to constantly invoke their core messages and historical achievements as a way to affirm their legitimacy and to demonstrate continuity.
  7. Reclaim the Street: Even during a ?maintenance? phase of its existence, a movement needs to demonstrate that it can act. The primary injunction is the capacity and willingness to take action when the movement?s interests are seen to be in-play.
  8. Celebrate Victories: The failure to acknowledge key successes denies the movement its credibility and weakens its claim to legitimacy.
  9. Learn to Partner and to Master Institutional Take-Over?s: In the past highly successful movements had the luxury of ignoring their competitors or those who might threatened their position, yet most great movements have learned to build alliances, create partnerships and systematically enter into arrangements where allied or competitive groups were integrated or merged into their system.
  10. Allow for Innovation: Movements that demonstrate risk, even in times of crisis and uncertainty, gain credibility with their constituencies and the general public.

If movements and national institutions are to regain their legitimacy and place within American social discourse, they will need to assert a more transparent policy process, frame messages that respond to the values and behaviors of the millennial generation, and reflect the structural nimbleness necessary to complete in the 21st marketplace.

One of the Top Schools in the Nation Allegedly Discriminates Against Black and Latino Students

Two groups have filed a complaint with the Department of Education, arguing that Latino and black students are disproportionately underrepresented at Virginia?s Thomas Jefferson High School for Science and Technology, one of the most prestigious schools in the nation.

Filed by the Fairfax chapter of the NAACP and the Coalition of The Silence, the federal complaint alleges that these minorities are discriminated against when it comes to admission to Thomas Jefferson, known as TJ.

?Enormous disparities in the admission of Black and Latino students to TJ ? a public high school currently ranked among the best in the nation ? is simply unacceptable.? former Fairfax County School Board member Tina Hone, founder of the Coalition of The Silence, said in a statement.

TJ, located in Alexandria, Vt., is regularly ranked as a high-performing school, even coming in as No. 10 on Newsweek?s 2012 list of America?s best schools. Officials for the Fairfax County Public School system could not comment because they had not yet reviewed the complaint, spokesman John Torre told The Washington Post.

The complaint argues that because the process to identify ?gifted? students in elementary and middle schools in the Fairfax system shuts out black and Latino students early, they are at a disadvantage when it comes to applying to TJ in eighth grade.

Most students who enter TJ first attend middle schools with ?Level IV Advanced Academic services? for gifted students. Students must qualify to be a part of this gifted group through testing and observation, and blacks and Latinos are unidentified and underrepresented here, compared to their proportion in the school population.?

While black and Latino students make up 32 percent of the Fairfax school population, only 4.2 percent of TJ?s incoming class falls in the two groups. The school system has made efforts to fix the problem, but the complaint filed argues that the subjective admission process still hurts these minority students.

?There are longstanding challenges with the under-identification of black and Latino students for advanced academic services at the elementary and middle school levels,? Charisse Espy-Glassman, education committee chair for the Fairfax NAACP, said in a statement.

Facebook's day of reckoning: 2Q earnings report

NEW YORK (AP) ? It's showtime for Facebook. Call it the second act after its rocky initial public offering two months ago. On Thursday, the company will take the spotlight once again for its first earnings report as a public company.

Facebook's fate hinges on its ability to convince businesses that the ads on its website and on its mobile application are effective. To do that, the world's largest online social network needs to keep its nearly 1 billion users logging on as often ? and for as long ? as possible, interacting with each other as well as with brands.

The release of its quarterly financial results will be Facebook's chance to prove to investors that it can continue growing revenue from the ads it serves on its popular social networking site.

It comes a day after Zynga Inc., which contributed to 12 percent of Facebook's revenue last year, reported disappointing earnings. Facebook's stock slid in after-market trading Wednesday, as did Zynga's.

Though there's a lot riding on Facebook's second-quarter earnings report, Wall Street analysts aren't expecting big surprises.

Why? Facebook effectively warned investors before its IPO that Wall Street's expectations were too high. In a filing issued a week before its IPO, Facebook said its mobile users are growing at a faster pace than the number of ads on its mobile platform.

As a result of that disclosure and others, many analysts reduced their estimates for Facebook's projected revenue and earnings.

On average, analysts are expecting Facebook to post earnings of 12 cents per share on revenue of $1.16 billion, according to a poll by FactSet. In all of 2011, it had net income of $1 billion and revenue of $3.71 billion, according to regulatory filings.

Facebook, the company founded by Mark Zuckerberg in a Harvard dormitory in 2004, takes another important step in its evolution into a multi-national company with thousands of employees. Facebook went public on May 18, a Friday that capped a disappointing week for the U.S. stock market. After months of hoopla, Facebook saw its stock land with a thud, its debut marred by Nasdaq glitches that delayed trading.

Company-watchers will be scrutinizing the way in which it conducts its first public financial release. Will Zuckerberg host the entire conference call with analysts? or simply say a few words before letting company's financial team explain how the quarter unfolded? Among the call's other likely participants: Chief Operating Officer Sheryl Sandberg and finance chief David Ebersman.

Wedbush analyst Michael Pachter believes it's unlikely that Facebook will miss Wall Street's estimates. He added that the banks that led Facebook's IPO likely advised the company to beat expectations for its first public quarter, something that became more achievable once estimates declined.

Facebook makes the bulk of its money from advertising. Because people share so much about themselves on the social network ? from hobbies to birth announcements ? Facebook's bet is that it can offer highly targeted ads that people are likely to be interested in. The company also uses people's personal relationships to target advertisements. The assumption is that people will be more interested in products and services that their friends like.

A smaller chunk of Facebook's revenue comes from its payments service, the system third-party developers such as game company Zynga Inc. use to charge fees for games and other content on the cite. Facebook takes a portion of the money users pay, usually 30 percent.

Besides revenue growth, what Facebook says about user numbers will be important. Not just how many people use the site, but how often and for how long. Facebook has 901 million monthly active users and 526 million daily active users, according to its latest filings. Each month, 488 million users accessed Facebook using a mobile device.

Investors and analysts who follow the earnings report will want to hear how the company can make money from its fast-growing mobile user base.

"The specific challenge for Facebook is that it is only just now starting to try to monetize this mobile usage," Citi Investment Research analyst Mark Mahaney said in a note to investors. Facebook's current plan, he said, is to insert so-called "sponsored stories" ? ads into people's mobile feeds. The ads are based on friends' activities.

"But it is very unclear how this will play out, how users will react to changes to what has been an ad-free mobile experience to date, and whether these ads will be effective on mobile devices," the analyst wrote.

It's unclear if Facebook will offer its outlook for the current quarter and beyond. Not all companies do. Apple does, while Google Inc. doesn't and never has. If Facebook does provide a forecast, Pachter thinks it will be conservative. The company has no reason to anger investors who have already pushed its stock down 24 percent from its $38 IPO price.

Facebook will report its earnings on Thursday after the stock market closes. It will hold a conference call to discuss the earnings at 5 p.m. ET.

On Wednesday, the Menlo Park, Calif.-based company's stock closed up 89 cents at $29.34. It fell nearly 8 percent to $27.04 in extended trading after Zynga's report came out.

The stock has traded from $25.52 to $45 since going public. It has not risen above $38 since its first trading day.

If one of your personal development goals is to become wealthy, ask yourself why. What do you think wealth will give you? Often people think wealth will give them power or prestige. While it?s true that wealth gives you the financial means to do more, personal power comes from within. So you may want to work on validating yourself more and learning new ways to achieve what you want in your current situation.

In any case, your wealth will come from your ability to help others. This doesn?t necessarily mean becoming a therapist, motivational speaker or coach, although people who do these things definitely help others. However, anyone who is in business is helping others to some degree. Bill Gates, for example, amassed his wealth by helping people make their lives easier through using computers.

You?ll also need to develop determination, strength and the ability to focus. When you?re first starting out, you?ll encounter a lot of well-meaning people who will discourage you, telling you that you can?t succeed and that it would be better to just work at a conventional job and forget your dreams. You need to be able to ignore these people?s advice and keep going. You also need to be persistent in your marketing efforts and in taking action towards your goal. This isn?t always easy because sometimes it seems like all the doors are closed against you or that it?s too hard to do this while simultaneously making a living at your old job and spending time with your family. Finally, you?ll need to be able to manage your time, take action every day towards your goal, and focus on making yourself a success.

As you can see, it?s not easy to create wealth, but it is possible. Work on yourself and your other personal development goals so that you can become the kind of person who has the energy and drive to create wealth for him or herself. If your goals change as your self-esteem grows and you decide you?re happy with a modest income, that?s okay too. The important thing is to live a happy, fulfilling and love-filled life, which may or may not include becoming wealthy.

(AP) ? President Barack Obama's health care overhaul will shrink rather than increase the nation's huge federal deficits over the next decade, Congress' nonpartisan budget scorekeepers said Tuesday, supporting Obama's contention in a major election-year dispute with Republicans.

About 3 million fewer uninsured people will gain health coverage because of last month's Supreme Court ruling granting states more leeway, and that will cut the federal costs by $84 billion, the Congressional Budget Office said in the biggest changes from earlier estimates.

Republicans have insisted that "Obamacare" will actually raise deficits ? by "trillions," according to presidential candidate Mitt Romney. But that's not so, the budget office said.

The office gave no updated estimate for total deficit reductions from the law, approved by Congress and signed by Obama in 2010. But it did estimate that Republican legislation to repeal the overhaul ? passed recently by the House ? would itself boost the deficit by $109 billion from 2013 to 2022.

"Repealing the (health care law) will lead to an increase in budget deficits over the coming decade, though a smaller one than previously reported," budget office director Douglas Elmendorf said in a letter to House Speaker John Boehner, R-Ohio.

The law's mix of spending cuts and tax increases would more than offset new spending to cover uninsured people, Elmendorf explained.

Tuesday's budget projections were the first since the Supreme Court upheld most of the law last month but gave states the option of rejecting a planned expansion of Medicaid for their low-income residents. As a consequence, the budget office said the law will cover fewer uninsured people.

Thirty million uninsured people will be covered by 2022, or about 3 million fewer than projected this spring before the court ruling, the report said.

As a result, taxpayers will save about $84 billion from 2012 to 2022. That brings the total cost of expanding coverage down to $1.2 trillion, from about $1.3 trillion in the previous estimate.

The Congressional Budget Office has consistently projected that Obama's overhaul will reduce the deficit, although previous estimates aren't strictly comparable with Tuesday's report because of changes in the law and other factors.

At the time it was approved in 2010, CBO estimated the law would reduce the deficit by $143 billion from 2010 to 2019. And CBO estimated that last year's Republican repeal legislation would increase deficits by $210 billion from 2010 to 2021.

That may sound like a lot of money, but it's actually a hair-thin margin at a time when federal deficits are expected to average around $1 trillion a year for the foreseeable future.

When the law is fully in effect, 92 percent of citizens and legal residents are estimated to have coverage, as compared to 81 percent now.

Democrats hailed Tuesday's estimates as vindication for the president. "This confirms what we've been saying all along: the Affordable Care Act saves lots of money," said Senate Majority Leader Harry Reid, D-Nev.

Actually, the government will spend more. It just won't go onto the national credit card because the health care law will be paid for with a combination of spending cuts and tax increases.

GOP leaders sought to shift attention from claims about the deficit and focused instead on the additional spending. "What we know from today's CBO report ... is that the new health care law is dramatically increasing health care spending and costs," said Senate Republican leader Mitch McConnell of Kentucky.

Republicans said they remain unswervingly committed to repealing what they dismiss as "Obamacare." When combined with other budget-cutting measures, GOP leaders say that repeal will ultimately reduce deficits. Romney says if elected he will begin to dismantle the law his first day in office.

Medicaid has been one big question hanging over the future of Obama's law since the Supreme Court ruled.

Some GOP-led states, such as Texas and Florida, say they will not go forward with the expansion. Others are uncommitted, awaiting the voters' verdict on Obama in November.

Although the federal government would bear all of the initial cost of that expansion, many states would have to open their Medicaid programs to low-income childless adults for the first time.

CBO analysts did not try to predict which specific states would jump in and which would turn down the Medicaid expansion. Instead, they assumed that many states would eventually cut deals with the federal government to expand their programs to some degree.

As a result, the budget office estimates that more than 80 percent of the low-income uninsured people eligible under the law live in states that partially or fully expand their programs.

The big coverage expansion under the law doesn't start until 2014, with middle-class uninsured people signing up for subsidized private plans and more low-income people picked up through Medicaid.
